ԱՄՆ Ներկայացուցիչների պալատի անդամ, Կոնգրեսի հայկական հարցերով հանձնախմբի համանախագահ Ֆրանկ Փալոնն իր մտահոգությունն է հայտնել Ադրբեջանի ագրեսիայով պայմանավորված Հայաստանի դեմ բռնությունների աճի առնչությամբ: 

«Ադրբեջանի կողմից հայկական հողի վրա բռնության սրումն անընդունելի է: Հայաստանի դեմ մահացու բռնությունների այս աճը կշարունակվի, քանի դեռ ԱՄՆ պետքարտուղարությունը և միջազգային հանրությունը չեն ձեռնարկել անհապաղ և վճռական դիվանագիտական գործողություններ: Պնդումները, թե երկու կողմերն էլ մեղավոր են, անտեսում են այն փաստը, որ ադրբեջանական զորքերը հարձակվում են Հայաստանի ինքնիշխան տարածքի վրա և ահաբեկում անմեղ քաղաքացիներին: Սա միջազգային իրավունքի նպատակաուղղված խախտում է, որն ավելի կքաջալերի Ալիևին, եթե նա չկանգնեցվի»,- «Արմենպրես»-ի հաղորդմամբ, «Թվիթեր»-ում գրառում է կատարել Ֆրանկ Փալոնը:

Նոյեմբերի 16-ին՝ կեսօրից հետո, Ադրբեջանի զինված ուժերը հերթական անգամ հանցավոր կերպով ոտնահարել են Հայաստանի Հանրապետության տարածքային ամբողջականությունը և ինքնիշխանությունը՝ հարձակում գործելով արևելյան սահմանագոտու ուղղությամբ տեղակայված հայկական դիրքերի վրա և կիրառելով հրետանային միջոցներ, զրահատեխնիկա և տարբեր տրամաչափի հրաձգային զինատեսակներ։ Ծավալված ռազմական գործողությունների հետևանքով երկու կողմից կան կորուստներ:
