«Ժողովուրդ» օրաթերթը գրում է. Մինչ Հայաստանի տարբեր մարզերում իրավիճակը լարված է, եւ հակառակորդն ամեն պահի սահմանին նոր սադրանք է հրահրում սեփական նկրտումներն օր առաջ կյանքի կոչելու համար, հայրենի իշխանությունը մտածում է՝ ինչպես լրացնել թափուր մնացած պաշտոնները։ Սուրեն Պապիկյանի՝ պաշտպանության նախարարի պաշտոնը ստանձնելուց հետո իշխանականները գցում-բռնում են՝ ում ընծայել փոխվարչապետի աթոռը։ «Ժողովուրդ» օրաթերթի՝ ՔՊ-ին մոտ կանգնած աղբյուրները հայտնում են, որ թեկնածուի փնտրտուքը երկար չի տեւել, ու վարչապետ Նիկոլ Փաշինյանը կանգ է առել վարչապետի աշխատակազմի ղեկավար Արայիկ Հարությունյանի վրա։
Կրթության, գիտության, մշակույթի ու սպորտի ոլորտը տապալած նախարարին, փաստորեն, պետության համար խիստ առանցքային պաշտոն է վստահվում։ Կրթությունն ու մշակույթը, իհարկե, ոչ պակաս ռազմավարական նշանակության ոլորտներ են, բայց մի այլ բան է նախարարություն, մեկ այլ բան՝ տնտեսություն ու պետություն կառավարելը։
Փաշինյանի կադրային քաղաքականության վրա զարմանալ իհարկե պետք չէ, պարզապես սա եւս մի ապացույց է, որ իշխող «Քաղաքացիական պայմանագիրը» կադրերի լրջագույն խնդիր ունի, իսկ պաշտոններ բաժանելիս առաջնորդվում է ՀՀՇ-ի հայտնի՝ «պոլի փայտ լինի, մերը լինի» սկզբունքով։
