Ինչ է ենթադրում 1997 թվականի պայմանագիրը․ բացատրություն
POLITICSԻրադրությունը սահմանին շարունակում է ծայրահեղ լարված մնալ, ադրբեջանական կողմը դիմում է սադրանքի՝ գնդակոծության ենթարկելով հայկական դիրքերը: Այս առնչությամբ ԱԱԽ քարտուղար Արմեն Գրիգորյանը «Հանրային հեռուստաըներության» ուղիղ եթերի ժամանակ քիչ առաջ հայտարարեց, որ «քանի որ Ադրբեջանի հարձակումը եղել է ՀՀ սուվերեն տարածքի վրա, դիմել ենք ՌԴ-ին ՀՀ-ի և ՌԴ-ի միջև գոյություն ունեցող՝ 1997 թվականի պայմանագրի շրջանակում՝ ՀՀ տարածքային ամբողջականությունը պաշտպանելու կոչով»։
Հասկանալու համար, թե ինչ է իրենից ենթադրում այդ պայմանագիրը, դրա շրջանակներում ինչ պարտավորություններ ունի ՌԴ-ն և ինչու ենք այդ պայմանագրով դիմել ՀԱՊԿ-ին հարկավոր է ընդամենը կարդալ ստորև ներկայացված պայմանագիրը։ Ըստ դրա՝ կողմերը պարտավորվել են ամրապնդել երկու երկրների միջև ձևավորված ավանդական բարեկամական հարաբերություններն ու համակողմանի համագործակցությունը քաղաքական, տնտեսական, ռազմական, մշակութային և այլ բնագավառներում` ղեկավարվելով իրենց պետական ինքնիշխանության փոխադարձ հարգանքի, հավասարության ու միմյանց ներքին գործերին չմիջամտելու, ուժի չկիրառման, տարածքային ամբողջականության, սահմանների անձեռնմխելիության, վեճերի խաղաղ կարգավորման, մարդու իրավունքների ու հիմնական ազատությունների նկատմամբ հարգանքի, պարտավորությունների պարտաճանաչ կատարման սկզբունքներով և միջազգային իրավունքների այլ հանրաճանաչ նորմերով:
Մասնավորապես, ՀՀ և ՌԴ միջև բարեկամության, համագործակցության և փոխադարձ օգնության մասին հոդվածում ասվում է․

Բարձր պայմանավորվող կողմերը միմյանց հետ սերտորեն կհամագործակցեն Հայաստանի Հանրապետության և Ռուսաստանի Դաշնության ինքնիշխանության ու տարածքային ամբողջականության պաշտպանության և անվտանգության ապահովման գործում: Նրանք անհապաղ կխորհրդակցեն ամեն անգամ, երբ նրանցից մեկի կարծիքով առաջացել է նրա վրա զինված հարձակման սպառնալիք համատեղ պաշտպանության ապահովման և խաղաղության ու փոխադարձ անվտանգության պահպանման նպատակով: Այդ խորհրդակցությունների ընթացքում կորոշվեն այն օգնության անհրաժեշտությունը, ձևերն ու չափերը, որը ստեղծված իրավիճակը հաղթահարելու նպատակով կցուցաբերի մի Բարձր պայմանավորվող կողմը մյուս Բարձր պայմանավորվող կողմին:

Բարձր պայմանավորվող կողմերը համատեղ կձեռնարկեն իրենց համար բոլոր մատչելի միջոցները խաղաղության դեմ սպառնալիքը, խաղաղության խախտումը վերացնելու կամ նրանց դեմ ցանկացած պետության կամ պետությունների խմբի կողմից ձեռնարկված ագրեսիայի գործողություններին հակազդելու համար և կցուցաբերեն միմյանց անհրաժեշտ օգնություն, ներառյալ ռազմական` ՄԱԿ-ի կանոնադրության 51-րդ հոդվածին համապատասխան հավաքական ինքնապաշտպանության իրավունքի իրականացման կարգով:
