Պաշտպանության նախկին փոխնախարար Արտակ Զաքարյանը գրել է.

«Իոսիֆ Ստալինը 86 տարի առաջ, 1935թ. իր ելույթներից մեկում նշել է «Կադրերն են որոշում ամեն ինչ»: Հետագայում այն դարձել է քաղաքականության մեջ հայտնի մտքերից մեկը:  Եթե մենք ցանկանում ենք, որ երկիրն ունենա բավարար չափով կադրեր, որոնք ընդունակ են առաջ տանել պետությունը, տնտեսությունը, անվտանգությունը, նրա սոցիալական և մշակութային կյանքը, ապա նախ և առաջ պետք է կարողանալ գնահատել յուրաքանչյուր կադրի: Պետք է վերջապես հասկանալ, որ բոլոր արժեքավոր կապիտալներից ամենաարժեքավորն ու ամենաորոշիչը մարդն է, մարդը՝ որպես պետության և հասարակության շարժիչ ուժ, որպես կադր: 

Եթե հասարակությունն անտարբեր ու դանդալոշ է, ապա պետությունը լիարժեք ավիրելու համար մեկ մարդը լրիվ բավարար է և այդ մարդը պետք է ունենա բացարձակ իշխանություն: 
Պետական կառավարման համակարգը քանդելու բազմաթիվ ապացույցներից մեկը Նիկոլի կադրային քաղաքականությունն է: Թողնենք մի կողմ, որ 2018թ. թավշյա դավաճանությունից հետո, պետական և քաղաքական կառավարման համակարգը լցվեց դիլետանտներով, օտարածին արժեքային համակարգով ու դավադիր նպատակներով օժտված պատահականություններով: Դրանց կողքին, համակարգում մնացին նաև մի շարք պրոֆեսիոնալներ՝ դեռևս պարզ չէ անձնական, կարիերիստական թե մասնագիտական մղումներով: 

Սակայն Նիկոլը Նիկոլ չէր լինի, եթե չավիրեր նաև պետական կառավարումը: Դրա համար, անհրաժեշտ է նաև, որպեսզի նշանակված դիլետանտները տարբեր պատրվակներով հաճախակի փոփոխվեն: 

Երեք տարիների ընթացքում, Նիկոլը, ուղիղ 35 անգամ իրականացրել է նախարարափոխությունը (իր իսկ նշանակած կադրերին): Այսինքն՝ ՀՀ 12 նախարարություններում Նիկոլի ձեռքով 35 անգամ փոփոխվել են իր իսկ նշանակած նախարարները: ՀՀ 10 մարզերում, երեք տարում ուղիղ 30 անգամ փոփոխվել են իր իսկ նշանակած մարզպետները: Երեք տարում, ուղիղ 134 անգամ փոփոխվել են իր իսկ նշանակած փոխնախարարները: Երեք տարում իրականացրել է 50-ից ավելի փոփոխություններ, ՀՀ ուժային կառույցների  գեներալական պաշտոններում: 

Ի՞նչ է սա նշանակում. ավելի լավ կադրերի փնտրտո՞ւք: Իհարկե ո՛չ: Սրանք գործադիր իշխանության բարձրաստիճան այն պաշտոնյաներն էին, որոնք պետք է բարձր պատասխանատվությամբ, մեծ փորձառությամբ, ամենօրյա ռեժիմով իրականացնեն դժվար աշխատանք: Սրանք այն պաշտոնյաներն են, որոնք պատասխանատու են մեր պետության, նրա քաղաքացու անվտանգության, կայուն զարգացման, սոցիալական, տնտեսական առաջընթացի, արդար կառավարման և հասարակության համակողմանի զարգացման համար: Երեք տարում 35 անգամ նախարար և 30 անգամ մարզպետ փոխող կառավարությունն ինչպե՞ս կարող է հասկանալ, թե ինչ է ցանկանում անել:  Եվ վերջապես, ե՞րբ են նրանք հասցնում ընկալել պրոբլեմները, գտնել լուծումները և աշխատանք տանել այդ ուղղությամբ:

Այո՛, կադրերն են որոշում ամեն ինչ և Նիկոլի կադրերը, կարծես թե որոշել են, որ հայ ժողովրդին պետություն պետք չէ»:
