ՀՀ վարչապետ Նիկոլ Փաշինյանի գլխավորությամբ տեղի է ունեցել Անվտանգության խորհրդի նիստ, որին բացի ԱԽ անդամներից մասնակցել են նաև Ազգային ժողովի նախագահ Ալեն Սիմոնյանը, վարչապետի աշխատակազմի ղեկավար Արայիկ Հարությունյանը և Ազգային ժողովի «Քաղաքացիական պայմանագիր» խմբակցության ղեկավար Հայկ Կոնջորյանը, հայտնում են կառավարության մամուլի ծառայությունից։
«Երեկվանից մենք այս կազմով, տարբեր ձևաչափերով մի քանի անգամ հանդիպումներ և քննարկումներ ենք ունեցել: Քննարկումների առարկան եղել է հայ-ադրբեջանական սահմանի արևելյան տեղամասերից մեկում ադրբեջանական զորքերի կողմից Հայաստանի Հանրապետության տարածք ներխուժման փաստը: Այսօր նիստի նպատակը մեր քննարկումներն ամփոփելն է, նաև մեր հանրությանն ամբողջական տեղեկատվություն տալը տեղի ունեցած իրադարձությունների մասին:
 
Մինչ այդ ուզում եմ ընդգծել, որ ես որոշում եմ կայացրել Արշակ Կարապետյանին ազատել Հայաստանի Հանրապետության պաշտպանության նախարարի պաշտոնից և այդ պաշտոնում նշանակել Սուրեն Պապիկյանին, ով այս պահին զբաղեցնում է Հայաստանի Հանրապետության փոխվարչապետի պաշտոնը:
 
Այս որոշումը կայացվել է երեկվանից ծավալվող իրադարձությունների վերլուծության արդյունքում: Ես պարոն Կարապետյանին առավոտյան հրավիրել եմ և շնորհակալություն հայտնել ՀՀ պաշտպանության նախարարի պաշտոնում իր կատարած աշխատանքի համար, ասել եմ, որ գնահատում եմ կատարված աշխատանքը, բայց այս պահին իրադրությունն ինձ հանգեցրել է որոշման, որ պիտի պաշտպանության նախարարի փոփոխություն տեղի ունենա:
 
Այսօր մենք նախ կլսենք Գլխավոր շտաբի պետի՝ պարոն Դավթյանի զեկույցը ստեղծված իրադրության և ընդհանուր առմամբ օպերատիվ իրավիճակի մասին, նաև իրավիճակի վերլուծություն կանենք և մի քանի ուղղություններով կփորձենք որոշում կայացնել Հայաստանի Հանրապետության անվտանգության, տարածքային ամբողջականության և ինքնիշխանության պաշտպանությանն ուղղված մեր գործողությունների վերաբերյալ»:
