Ստացվում է՝ ՀՀ-ից ադրբեջանական սահմանապահ ու մաքսային մարմիններին հուշում են, որ պետք է վճարներ գանձել Գորիս-Կապան ճանապարհով երթևեկող ՀՀ բնակիչներից ու օտարերակրացիներից կամ անել իրավունքների այլ միջամտություններ:
Բա այդ դեպքում նման հայտարարություն արած պաշտոնյան միգուցե պարզաբանի նաև, թե ադրբեջանական օրենսդրությունը վճարների ու տուրքերի ինչ չափեր է նախատեսում, ինչ իրավունքներ ունեն մարդիկ այդ գանձումների ընթացքում, վճարումները ՀՀ դրամով են արվելու, թե արտարժույթով, որն է բողոքներ ներկայացնելու կարգը ու ինչպես է նա պատրաստվում պաշտպանել քացաքացիների իրավունքները: Կամ ինչպե՞ս է կազմակերպվելու հարակից համայնքների բնակիչների կյանքը, որոնք ստացվում է՝ հայտնվելու են ադրբեջանական մաքսային ու սահմանային վերահսկողության գոտում:
Իսկ միգուցե դելիմիտացիան ու դեմարկացիայի արդյունքում ադրբեջական իշխանությունները զրկվում էին այդ ճանապարհի նկատմամբ իրավասությունից, որովհետև մարդու իրավունքների պաշտպանության միջազգային մեխանիզմները տալիս են այդ հնարավորությունը:
