Ադրբեջանցի զինծառայողների ներկայութունը, նրանց արարքները ՀՀ ճանապարհներին անօրինական են․ պետք է ոչ թե լեգիտիմացնել դա, այլ աշխատանքներ տանել նրանց հեռացնելու համար․ ՄԻՊ–ը հարցեր է ուղղել ԱԽՔ–ին

ՀՀ մարդու իրավունքների պաշտպան Արման Թաթոյանը ֆեյսբույքյան գրառում է արել, որում անդրադառնում է անվտանգության խորհրդի քարտուղար Արմեն Գրիգորյանի հայտարարության մասին, որ ադրբեջանական կողմն այսօր գիշերը ժամը 12-ից սկսած` Գորիս-Կապան ճանապարհի հատվածում կիրականացնի սահմանային և մաքսային հսկողության գործառույթ, այսինքն՝ մաքսակետեր կտեղադրի Գորիս Կապան ճանապարհին։ Գրառման մեջ ասվում է․
Հրապարակային անակնկալով հանդես եկած պաշտոնատար անձը, որպես ՀՀ անվտանգության խորհրդի քարտուղար, պարտավոր է պարզաբանել, թե [առնվազն]՝
1. ինչպե՞ս է պատկերացնում Գորիս-Կապան ճանապարհին ադրբեջանական սահմանային ու մաքսային վերահսկողության պայմաններում մարդկանց և ապրանքների ազատ ու անվտանգ տեղաշարժը.
2. արդյոք գիտակցում է, որ այս գործառույթները ենթադրում են ՀՀ բնակիչների իրավունքների սահմանափակումներ ադրբեջանական իրավապահ մարմինների կողմից. մարդկանց ենթարկել տուգանքների, հարուցել քրեական գործեր, բերման ենթարկել ու ձերբակալել, ենթարկել խուզարկությունների և այլն.
3. ինչպե՞ս են Գորիս-Կապան ճանապարհով երթևեկող ՀՀ [հարակից գյուղերի] բնակիչները կամ օտարերկացիները պաշտպանելու իրենց իրավունքները (օրինակ՝ ու՞մ և ի՞նչ ընթացակարգերով են դիմելու) և ինչպե՞ս է պատկերացնում ադրբեջանական օրենսդրության կիրառումը նրանց նկատմամբ.
4. ինչպե՞ս է ապահովվելու իրավունքների խախտումներ թույլ տվող ադրբեջանական սահմանային ու մաքսային մարմինների պատասխանատվությունն ու պատիժը:
Հ.Գ. Իրականում, ադրբեջանական զինված ծառայողների, իրավապահ մարմինների ներկայութունն ու առավել ևս նրանց արարքները ՀՀ ճանապարհներին անօրինական են (զուրկ են իրավական հիմքերից) ի սկզբանե:
Պետք է ոչ թե հայտարարություններով լեգիտիմացնել նրանց ներկայությունն ու արարքները, այլ աշխատանքներ տանել նրանց հեռացնելու ուղղությամբ:
