Հայաստանում 2015 թվականին ընդունված և աստիճանաբար ուժի մեջ մտած կառավարման խորհրդարանական համակարգը բազմիցս ապացուցել է իր անարդյունավետությունը, որի պատճառով էլ «Հայոց Արծիվներ. Միասնական Հայաստան» Ազգային-Քրիստոնյա կուսակցությունը հայտարարում է Հայաստանում Սահմանադրական բարեփոխումների հանրաքվե անցկացնելու և Հայաստանի կառավարման խորհրդարանական համակարգից նախագահական համակարգին անցնելու հրամայականի մասին:
Հայաստանում կառավարման խորհրդարանական համակարգի անարդյունավետությունը մեր իրականության մեջ ակնհայտորեն դրսևորվեց հատկապես 2020 թվականի արցախյան 44-օրյա պատերազմի ժամանակ և դրանից հետո, երբ Հայաստանի Հանրապետության տարածքները սույն թվականի մայիսի 12-ից ենթարկվեցին ադրբեջանաթուրքական ագրեսիային և օկուպացիային:
Հայաստանի կառավարման խորհրդարանական համակարգն այդպես էլ լիարժեք չի տալիս այն հարցի պատասխանը, թե ի վերջո ով է Հայաստանի տարածքային ամբողջականության՝ ասել է թե սահմանների անխախտելիության երաշխավորն ու, դրա վտանգման դեպքում, պատասխանատուն:
Հայաստանի տարածքների օկուպացիայի պայմաններում անհասկանալի է, թե ով է ի վերջո Հայաստանի Հանրապետության Գերագույն Հրամանատարը (Հայաստանի վարչապե՞տը, Հայաստանի նախագա՞հը, թե՞ Հայաստանի պաշտպանության նախարարը), և ով պետք է կազմակերպի մեր Հայրենիքի պաշտպանությունն ու օկուպացիայից մեր տարածքների ազատագրումը:
Այսօրվա Հայաստանում իշխանության կառավարման համակարգի ուղղահայացի բացակայությունը, կոլեկտիվ անպատասխանատվության և անիշխանության մթնոլորտը լրջագույն ձևով վտանգում են Հայաստան պետության գոյությունը, զրկում նրան դիմադրողականությունից և արդյունավետ գործելու հնարավորությունից:
Հայաստանում ամեն օր ուժգնացող քաղաքական ճգնաժամը կանգնեցնելու և Ռազմական ու Սոցիալական Հայաստան կառուցելու միակ ճանապարհը Սահմանադրական բարեփոխումների հանրաքվեի անցկացումն է՝ ասել է թե անցումը կառավարման նախագահական համակարգին, որի ժամանակ էլ Հայաստանը կունենա համաժողովրդական իսկական քվեարկությամբ ընտրված և առաջնային մանդատով օժտված Հայաստանի Նախագահ-Առաջնորդ, ով ուղղակիորեն պատասխանատվություն կստանձնի Հայաստանի տարածքային ամբողջականության և Հայաստանի ինքնիշխանության պահպանման համար՝ ունենալով համաժողովրդական մանդատ՝ ինչպես Հայաստանի և Արցախի ինքապաշտպանությունը կազմակերպելու, այնպես էլ Հայաստանն ու Արցախն անընդհատ հզորացնելու համար:
«Հայոց Արծիվները» 2010 թվականի հունվարի 27-ից սկսած, լինելով «Հայոց Պետականություն, Ազգային Բանակ, Հայոց Նախագահ» եռամիասնության արժեհամակարգի հիմնադիրը, կրողն ու տարածողը, պահանջո՛ւմ է Հայաստանի այսօրվա իշխանությունից՝ առաջիկա վեց ամսվա ընթացքում Հայաստանում կազմակերպել սահմանադրական փոփոխությունների հանրաքվե՝ Հայաստանի կառավարման խորհրդարանական համակարգը դարձնելով նախագահական, իսկ դրանից հետո, վեցամսյա ժամկետում, Հայաստանում անցկացնել նախագահական ընտրություն:
