Եվրախորհրդարանը որոշել է դատի տալ Եվրահանձնաժողովին
INTERNATIONAL NEWSԵվրախորհրդարանը հայց է ներկայացրել ընդդեմ Եվրահանձնաժողովի՝ օրենքի կիրառումը մերժելու պատճառով, որը թույլ է տալիս սառեցնել սուբսիդիաները Եվրամիության որոշ անդամների համար, հայտնում է «ՌԻԱ Նովոստի»-ն՝ վկայակոչելով Reuters-ը։
Խոսքը, մասնավորապես, այն երկրների մասին է, որոնք, ըստ ԵԽ-ի, չեն համապատասխանում օրենքի գերակայության սկզբունքներին՝ Լեհաստանի ու Հունգարիայի։
Հաղորդվում է, որ Եվրահանձնաժողովի որոշումը ԵՄ-ի, Լեհաստանի եւ Հունգարիայի միջեւ 2020 թվականի դեկտեմբերին օրենսդրական ակտի կիրառման ընթացակարգի վերաբերյալ գործարքի մաս է դարձել, ըստ որի դատարանը պետք է հաստատի իր համապատասխանությունը ԵՄ պայմանագրերին։
Օրենքն ուժի մեջ էր մտել այս տարվա հունվարի 1-ից։ Մարտին Լեհաստանը եւ Հունգարիան վիճարկեցին այն Եվրոպական դատարանում: Սպասվում է, որ որոշումը կընդունվի հաջորդ տարի։
Եվրախորհրդարանը պնդում է, որ Եվրահանձնաժողովը պարտավոր է կիրառել օրենքի դրույթները՝ չսպասելով դրա մասով դատարանի որոշմանը։
ԵՄ անդամ երկրների ղեկավարները 2020 թվականի դեկտեմբերին Բրյուսելում կայացած գագաթնաժողովին համաձայնության էին եկել ԵՄ բազմամյա ֆինանսական ծրագրի եւ եվրոպական տնտեսության վերականգնման հիմնադրամի շուրջ, որոնք նախկինում արգելափակված էին Լեհաստանի եւ Հունգարիայի կողմից: Վարշավայի եւ Բուդապեշտի պնդումները վերաբերում էին այլ երկրների մտադրությանը՝ կապել ԵՄ բյուջեից գումարների հատկացումն առանձին պետություններում օրենքի գերակայության հետ։
Արեւմտյան եւ Հյուսիսային Եվրոպայի երկրներն առաջ են քաշել «պայմանական մեխանիզմի» ներդրումը՝ երաշխավորելու, որ համաեվրոպական ֆոնդերի ստացող պետությունները հավատարիմ մնան Եվրամիության արժեքներին եւ նորմերին, եւ որպեսզի ԵՄ-ն նորմերից շեղվելու դեպքում նման ֆինանսավորումը դադարեցնելու մեխանիզմ ունենա:
