902,5 մլն դրամ բնական աղետից տուժած բնակչությանը

Նարեկ Սարգսյանը Ֆեյսբուքյան իր էջում գրում է.
Իր հիմնական գործառույթի` երկրի սոցիալ- տնտեսական զարգացման քաղաքականությունը մշակելուն և իրականացնելուն զուգընթաց կառավարությունն զբաղվում է ընթացիկ հարցերով, այդ թվում` տարերային աղետների կանխման և դրանց հետևանքների վերացման հոգսերով:
Այս տարի ևս հանրապետության շատ բնակավայրեր հայտնվեցին գարնանային պատուհասի` կարկտահարության թիրախում: Աղետի վնասը նվազագույնի հասցնելու նպատակով կառավարությունը շարունակել է հակակարկտային կայանների տեղադրման ֆինանսավորումը պետական բյուջեից: Իր մայիսի 21- ի նիստում գործադիրը Արմավիրի մարզի Բագարան համայնքում 4 հակակարկտային կայանի տեղադրման համար հատկացրել է 16 մլն դրամ: Հաջորդ` հունիսի 4- ի նիստում, անհրաժեշտություն է ծագել, որպեսզի Գյուղատնտեսության նախարար Սերգո Կարապետյանը հանդես գա հաղորդումով: Նա անդրադարձել է տեղի ունեցած կարկտահարության դեպքերին և դրանց պատճառած վնասներին` նշելով, որ բոլոր համայնքներում գործում են հանձնաժողովներ, որոնք արձանագրում են վնասի չափերը:
Նույն նիստում հակակարկտային կայանների տեղադրման արդյունքներն է ամփոփել Տարածքային կառավարման և արտակարգ իրավիճակների նախարար Արմեն Երիցյանը: Օրվա տվյալներով Հայաստանում գործում էր 412 հակակարկտային կայան, մինչդեռ պահանջարկը ավելի քան 5 հազար էր, առաջին անհրաժեշտությունը` 1021 հատ: Վարչապետն հանձնարարել է կատարել անհրաժեշտ ֆինանսական հաշվարկներ առաջին հերթին ձեռք բերվելիք կայանների վերաբերյալ:
Հաջորդ ամիսների ընթացքում ուժեղ քամին մի շարք ավերածություններ է գործել երկրի տարբեր բնակավայրերում, ինչն արտացոլված է կառավարության նիստերի օրակարգում: Այսպես, օգոստոսի 6- ի նիստում գործադիրը Ճամբարակ համայնքի ուժեղ քամուց վնասված բազմաբնակարան երկու շենքերի տանիքների նորոգման նպատակով հատկացրել է 50 մլն, օգոստոսի 31- ի նիստում ուժեղ քամու` Արարատի մարզին հասցրած վնասի հետևանքը մեղմելու համար` 55 մլն դրամ:
Ավելի ուշ` նոյեմբերի 19- ի նիստում կառավարությունը որոշում է ընդունել Շիրակի և Լոռու մարզերում 2014 և 2015թթ. կարկտահարությունից տուժած համայնքների 2010- 2014թթ. ցորենի սերմնաբուծության և սերմնարտադրության զարգացման ծրագրով 2013- 2014թթ. հատկացված աշնանացան ցորենի առաջին վերարտադրության սերմացուի դիմաց ձևավորված պարտքերի ներման մասին: «Սա ևս մեկ քայլ է կառավարության կողմից` աջակցելու մեր գյուղատնտեսության ոլորտին և մեր գյուղացիներին»,- հարցի քննարմումն ամփոփելիս ասաց վարչապետ Հովիկ Աբրահամյանը:
Կառավարության մեկ այլ որոշմամբ նոյեմբեր ամսին ուժեղ քամուց տուժած բոլոր մարզերի մի շարք համայնքների բնակիչների, ինչպես նաև պետական և համայնքային նշանակության շինությունների կրած վնասը փոխհատուցելու նպատակով հատկացվել է մոտ 902,5 մլն դրամ:
Բնական աղետից տուժած համայնքների խնդիրների լուծումը մշտապես կառավարության ուշադրության կենտրոնում է: Դեկտեմբերի 3- ի նիստի որոշմամբ պահուստային ֆոնդից ավելի քան 97 մլն դրամ է հատկացվել Արմավիրի մարզպետարանին` օգոստոսի 22- ի և հոկտեմբերի 4- ի կարկտահարություններից տուժած ֆիզիկական և իրավաբանական անձանց աջակցելու նպատակով:
