«Փաստ» օրաթերթը գրում է

«Տեղական ինքնակառավարման մասին» օրենքում սահմանված է, որ համայնքի ղեկավարը, կառավարության սահմանած կարգով, կազմում և ՀՀ ընդհանուր օգտագործման պետական ավտոմոբիլային ճանապարհների տարանցիկ հատվածների մասով (բացառությամբ Երևան քաղաքի)՝ պետական ճանապարհային մարմնի, իսկ երթևեկության անվտանգության մասով՝ պետական լիազոր մարմնի հետ համաձայնեցնելուց հետո համայնքի ավագանու հաստատմանն է ներկայացնում համայնքի ճանապարհային երթևեկության կազմակերպման սխեման։ Տարածքային կառավարման և ենթակառուցվածքների նախարարությունը մշակել է նախագիծ՝ համաձայնեցնելով այն ոստիկանության և «Ճանապարհային դեպարտամենտ» հիմնադրամի հետ:

Մասնավորապես՝ վերանայվել է այն շինարարական նորմերի և ստանդարտների ցանկը, որոնց պահանջները անհրաժեշտ է պահպանել նախագծեր (սխեմաներ) կազմելիս, առաջարկվում է որոշման հավելվածը լրացնել նոր գլխով, որով սահմանվում է համայնքների ճանապարհային երթևեկության կազմակերպման սխեմաների կազմման և շահագրգիռ պետական մարմինների հետ համաձայնեցման կարգը, սահմանվում են համայնքների ճանապարհային երթևեկության կազմակերպման սխեմաների կազմման համար անհրաժեշտ դրույթներ, որոնց համաձայն մինչև համայնքների ճանապարհային երթևեկության կազմակերպման սխեմաները ավագանու հաստատմանը ներկայացնելը, անհրաժեշտ է կատարել ուսումնասիրություններ, ուսումնասիրության ադյունքների հիման վրա առաջադրել երթևեկության կազմակերպման ամփոփ լուծումներ, սահմանվում է, թե ինչ է անհրաժեշտ հաշվի առնել համայնքի ճանապարհային կազմակերպման սխեմայի նախագծման ժամանակ, սահմանվել են ճանապարհը տնօրինողի և Ճանապարհային ոստիկանության հետ սխեմաների համաձայնեցման ընթացակարգերը և այլն:

Նախագծի ընդունմամբ կսահմանվեն համայնքների (այդ թվում՝ բնակավայրերի միջով անցնող տարանցիկ հատվածների) ճանապարհային երթևեկության կազմակերպման սխեմաների կազմման և համաձայնեցման պահանջները, որը կնպաստի համայնքի ճանապարհային ցանցի զարգացմանը, կբարձրացվի մարդատար և բեռնատար ավտոմեքենաների երթևեկության կազմակերպման մակարդակը, կնվազի ճանապարհատրանսպորտային պատահարների քանակը, կբարելավվի հասարակական տրանսպորտի սպասարկման և ուղևորափոխադրումների պայմանները, կբարելավվի հետիոտների և հեծանվային արահետների անվտանգությունը և ճանապարհից օգտվելու պայմանները և այլն։

Նախագծի ընդունումը պայմանավորված է Ազգային ժողովի կողմից 2021 թ.-ի ապրիլի 19-ին ընդունված «Տեղական ինքնակառավարման մասին» օրենքում փոփոխություն կատարելու մասին» ՀՀ 2021 թ.-ի ապրիլի 23-ի ՀՕ-168-Ն օրենքի և ՀՀ վարչապետի 2021թ.-ի հունիսի 26-ի թիվ 672-Ա որոշմամբ հաստատված, այս օրենքի կիրարկումն ապահովող միջոցառումների ցանկի 1-ին կետին համապատասխան, համայնքի երթևեկության կազմակերպման սխեման կազմելու և շահագրգիռ պետական մարմինների հետ համաձայնեցնելու կարգը սահմանելու անհրաժեշտությամբ։
