«Փաստ» օրաթերթը գրում է

Վերջին շրջանում անընդհատ տեղեկություններ են հրապարակվում, որ պետական պաշտոնյաների աշխատասենյակներում Նիկոլ Փաշինյանի լուսանկարը կախելը պարտադիր է դարձել: Օրերս էլ ՊԵԿ նախագահ Ռուստամ Բադասյանը նշել էր, թե «այդպիսին է սահմանված նոր կարգը», և այդ կարգը որոշվել է կառավարությունում:

«Փաստ» թերթը դիմել էր ՀՀ վարչապետի աշխատակազմ՝ խնդրելով պատասխանել հետևյալ հարցերին.

1.Ինչպե՞ս է սահմանվել այդ կարգը, ադյո՞ք կա համապատասխան փաստաթուղթ (շրջաբերական, ցուցում, որոշում, նորմատիվ իրավական այլ ակտ):

2.Արդյո՞ք վարչապետի լուսանկարը փակցնելը պարտադիր է բոլոր պաշտոնյաների համար, և նշյալ կարգին չենթարկվելու դեպքում ի՞նչ է սպասվում այդ պաշտոնյաներին:

3.Արդյո՞ք այդ կարգը սահմանվել է Նիկոլ Փաշինյանի ցանկությամբ, եթե ոչ, ապա ինչպե՞ս է նա վերաբերվում այդ կարգին:

4.Ինչո՞ւ է վարչապետի լուսանկարը փակցվում, երբ ՀՀ Սահմանադրությամբ ՀՀ նախագահն է համարվում պետության գլուխը: Վարչապետի աշխատակազմից նշյալ չորս հարցին ստացել ենք աննախադեպ «սպառիչ», «համապարփակ», «հարցերի տեղիք չտվող» այսպիսի պատասխան. «Ի պատասխան ձեր հարցման՝ հայտնում ենք, որ նման կարգ սահմանված չէ»:

Դե, սահմանված չէ, ուրեմն՝ սահմանված չէ: Մի խոսքով, ստացվում է, որ պաշտոնյաները խիստ կամավոր սկզբունքով, բոլորը միասին հանկարծ որոշել են իրենց գլխավերևում փակցնել Փաշինյանի նկարը ու, միևնույն ժամանակ, շատ ինքնաբուխ հայտարարել, որ այդպես է պետք, այդպես է «կարգը»:

Այ քեզ «ինքնագլխություն»: Հետաքրքիր է՝ այդ պարագայում նման «ինքնագործունեությանը» ինչպե՞ս է վերաբերվում Նիկոլ Փաշինյանը, և ինչպե՞ս նա կվերաբերվի, եթե նախարարներն իրենց աշխատասենյակներից սկսեն հանել վարչապետի լուսանկարը (քանզի նման կարգ սահմանված չէ) կամ ՀՀ նախագահի լուսանկարը փակցնեն՝ որպես պետության գլուխ:
