Փոխհատուցման տրամադրումը շարունակվում է

Արմեն Վարդանյանը Ֆեյսբուքյան իր էջում գրում է.
Սոցիալական կարևոր նշանակություն ունեցող որոշումներից մեկը, որ կառավարությունն ընդունեց 2015 թվականին, էլեկտրաէներգիայի սակագների բարձրացումից առաջանալիք կորուստը սոցիալապես անապահով շուրջ 105 հազար ընտանիքի կամ շուրջ 400 հազար անձի համար փոխհատուցում տրամադրելու քայլն էր:
Սկզբնական շրջանում սուբսիդավորումը վերաբերում էր մինչև 500 կվտ ծախսած բաժանորդներին և փոքր և միջին բիզնեսին և պետք է գործեր երեք ամիս, մինչև միջազգային աուդիտի արդյունքների ստացումը:
Սակայն այն բանից հետո, երբ միջազգային խորհրդատուն հայտարարեց հոսանքի սակագների հիմնավորվածության մասին, կառավարությունը ոչ թե դադարեցրեց սուբսիդավորումը, այլ պարզապես վերանայեց իր որոշումը, բնակչության մասով փոխհատուցման տրամադրումը շարունակելով մինչև 250 կվտ էներգիա ծախսած սպառողների համար:
Եթե նկատի ունենանք, որ անցած 4 ամիսների ընթացքում բնակիչ-սպառողներին և փոքր ու միջին բիզնեսին տրամադրվող փոխհատուցման գումարը կազմել է ավելի քան 3 միլիարդ դրամ, ապա կարելի է կառավարության այս որոշումը դասել հավակնոտ որոշումների շարքին, որովհետև հիմնականում արտաքին գործոններով պայմանավորված տնտեսական ճգնաժամի հետևանքները դեռևս զգացնել են տալիս:
Խոսակցություններն այն մասին, թե փոխհատուցման տրամադրումը դադարեցվել է, անհիմն են: Պարզապես ձմռան ամիսներին էլէներգիայի հավելյալ սպառման հետևանքով բաժանորդների մի մասը գերազանցւմ է 250 կվտ-ի շեմը՝ դուրս մնալով փոխհատուցման տրամադրման չափաքանակից:
Սոցիալական հասցեական նշանակություն ունեցող այս որոշումը կգործի մինչև 2016 թվականի հուլիսի 31-ը և դրանից կօգտվեն բացառապես անապահով խավերը: Անցած չորս ամիսներին, օրինակ, փոխհատուցումից օգտվել է շուրջ 600 հազար բնակիչ:
Կառավարության նախաձեռնությանը միացել է նաև «Տաշիր» բարեգործական հիմնադրամը, որը կիսով չափ ստանձնել է փոխհատուցման պարտավորությունը:
Փաստորեն, սեփականատիրոջ փոփոխությունը ևս դրական ազդեցություն է ունեցել:
Մնում է հուսալ, որ կառավարությունը եկող տարի նոր սեփականատիրոջ հետ ջանքեր կգործադրի, որ ոչ միայն էլէներգիայի սակագների նոր թանկացում չլինի, այլև հնարավորություն ստեղծվի սակագների նվազեցման համար:
