BLOGՍտորև կցված տեսանյութերում տեսնում ենք բիրտ ուժ կիրառող ոստիկանների, նրանց հայհոյանքով հրաման տվող ղեկավար ոստիկանի, ոստիկանների վայրագություններից ահաբեկված լացող երեխաների: Այս մասին ֆեյսբուքյան իր էջում գրել է Փաստաբանների պալատի նախկին նախագահ Արա Զոհրաբյանը՝ կից հրապարակելով տեսանյութեր, որտեղ երեւում է, թե ինչպես են ոստիկանները, ուժ գործադրելով, բերման ենթարկում քաղաքացուն, որոնց հրամայվում է նրան «պառկացնել, կոխել ավտոն»:
«Եթե ոստիկանների այս տեսակը չմաքրվի համակարգից և խիստ պատժի չարժանանա, ապա ամբողջ ոստիկանության ինստիտուտը՝ իր մեջ ներառող բարեխիղճ ոստիկաններով չի կարողանա վստահություն վայելել հանրության աչքերում:
«Ոստիկանության մասին» օրենքի 3-րդ հոդվածի համաձայն՝ Ոստիկանության գործունեությունը հիմնվում է օրինականության, անձի իրավունքների և ազատությունների, պատիվն ու արժանապատվությունը հարգելու, մարդասիրության ու հրապարակայնության սկզբունքների վրա:
Այս միջադեպում չկար անձի իրավունքները, ազատությունները և պատիվը հարգելու սկզբունքը, ընդհանրապես բացակայում էր մարդասիրությունը: Անկախ նրանից, ոստիկանության նպատակն իրավաչափ էր, թե՝ ոչ (փաստաբանի պնդմամբ իրավաչափ չէր, վարչական ակտը վիճարկվում էր), միևնույն է, ոստիկանությունը պետք է վերոհիշյալ սկզբունքներով ղեկավարվեր:
Որպես Հայաստանի Հանրապետության քաղաքացի, փաստաբան ԿՈՉ ԵՄ ԱՆՈՒՄ ՀՀ ոստիկանության պետին և ՀՀ հատուկ քննչական ծառայության պետին այս միջադեպը դարձնել քննության առարկա և մեղավոր ոստիկանների պատասխանատվության հարցը լուծել»,- գրել է Զոհրաբյանը:
