Այս տարվա դեկտեմբերից չպատվաստված, բայց կորոնավիրուսով վարակված քաղաքացիների բուժումը կարող է դառնալ վճարովի: Այս մասին NEWS.am-ի հետ զրույցում հայտնեց Առողջապահության նախարարի մամուլի քարտուղար Հռիփսիմե Խաչատրյանը:
«Նախարարությունում քննարկվում է այդ հարցը, նախկինում էլ է դա քննարկվել, բայց պետությունը քաղաքացիների բուժման ծախսերը վերցրել է իր վրա՝ հաշվի առնելով համավարակը: Այժմ արդեն քննարկվում է այն տարբերակը, որ դեկտեմբերից չպատվաստված եւ վարակված քաղաքացիների բուժումը դառնա վճարովի: Հարցը դեռեւս քննարկման փուլում է»,- նշեց խոսնակը:
Նա հայտնեց, որ այդ դեպքում կորոնավիրուսով վարակված քաղաքացիների բուժումը կարող է շուրջ 800 հազար դրամ արժենալ՝ ավելի կամ պակաս՝ կախված պացիենտի վիճակից:
«Ում մոտ որ հիվանդության ընթացքը թեթեւ է, նաեւ դեղորայքի օգտագործման տեսանկյունից միջամտության կարիք շատ չի լինում, եւ բուժման ծախսը 800 հազար դրամից քիչ է լինում, բայց կան քրոնիկ հիվանդություններ ունեցող բազմաթիվ հիվանդներ, որոնց մոտ բազմապռոֆիլ բուժում է կատարվում»,- պարզաբանեց խոսնակը:
Հարցին, թե որն է նման փոփոխություն կատարելու պատճառներն ու հիմնավորումները, Խաչատրյանը նկատեց՝ այսօր վարչապետը հայտնել է պատվաստման հարցի շուրջ կառավարության մոտեցումը:
«Ես, օրինակ, պատվաստվել եմ, հանրային առողջապահության նպաստելու մասով ինձ վրա վերցրել եմ այդ պատասխանատվությունը, այդ դեպքում ինչու՞ իմ վճարած հարկերի հաշվին պետք է բուժում ստանան անձնական դրդապատճառներից ելնելով չպատաստվող քաղաքացիները, որոնք մերժում են պետության առաջարկած պայմանը: Անձնական դրդապատճառները համավարակի պայմաններում, կարծում եմ, երկրորդային են, այստեղ բնավ մարդու իրավունքների խախտման մասին թող չխոսեն, որովհետեւ երբ համավարակ է, պայմաններ ենք փորձում գտնել դա հաղթահարելու համար, հանրային առողջապահությունն առաջնային է դառնում: Աշխարհն ընտրել է այդ ճանապարհը, պարտադիր թե ոչ պարտադիր կերպով, գնացել են պատվաստման ճանապարհով, եւ 70-80% պատվաստման մակարդակ են ապահովում: Չեմ հասկանում՝ ինչու է այս գործընթացը մեզ մոտ դանդաղում, երբ անգամ եվրոպական երկրներում են պատվաստվում, այն եվրոպական երկրներում, որոնք մենք հաճախ օրինակ ենք բերում»,- նկատեց Խաչատրյանը:
Իսկ եթե պատվաստված քաղաքացին վարակվի կորոնավիրուսով, եւ հիվանդության բարդացման դեպքում հոսպիտալացման կարիք առաջանա, այդ դեպքում ո՞վ է վճարելու պացիենտի բուժման համար՝ քաղաքացի՞ն, թե՞ պետությունը: Նախարարի խոսնակը հայտնեց, որ այդ հարցը եւս քննարկվում է, եւ տարբերակներից մեկի համաձայն՝ պատվաստված քաղաքացու բուժումը կլինի անվճար:
