ՏԿԵ փոխնախարար Վաչե Տերտերյանը երեկվանից հայտնվել է կառավարության սեւ ցուցակում, ԱԺ-ում իր անթույլատրելի անկեղծության պատճառով, եւ չի բացառվում, որ հրաժեշտ տա պաշտոնին։ Բանն այն է, որ Արծվիկ Մինասյանը զեկուցող Տերտերյանին հարցրեց՝ լսե՞լ եք մեղադրանքները, թե «Վարչատարածքային բաժանման մասին» օրենքով են սահմանվել ՀՀ պետական սահմանները, այդ թվում՝ Ադրբեջանի հետ։ Տերտերյանը նշեց, որ 1996-ից այս ոլորտում է՝ եղել է ոչ միայն այն կառավարություններում, որոնք վարչատարածքային փոփոխությունների մասին են խոսել, այլեւ վարչատարածքային բաժանման ժամանակ էլ է աշխատել.
«Ես չեմ լսել որեւէ հիմնավորում, որ ասվում է՝ սահմանները որոշվում են «Վարչատարածքային բաժանման մասին» օրենքով: Ոչ ոք նման բան չի ասել: Համենայնդեպս, իմ հիշողության մեջ այդպիսի բան չկա ե՛ւ հին, ե՛ւ նոր ժամանակաշրջաններում»:
Իսկ պատերազմից հետո իշխանությունն այդ օրենքը մատի փաթաթան էր դարձրել, թե դեռ 2010-ին նախկիններն են որոշել, որ Շուռնուխից հետո սկսվում է Ադրբեջանը։ «ԽՍՀՄ ժամանակ այդ հատվածում խորհրդային ՀՀ-ի եւ խորհրդային Ադրբեջանի վարչական սահմանն էր, որը հետո վերածվել է պետական սահմանի, եւ այս իրողությունն է ընդունվել որպես հիմք»,- ասել է Փաշինյանը:
