«Փաստ» օրաթերթը գրում է

«Գյուղացին շարունակում է իր գործն անել, որքանով, իհարկե, կարողանում է»,-այսպես է սկսվում «Ագրարագյուղացիական միավորում» ՀԿ-ի նախագահ Հրաչ Բերբերյանի հետ զրույցս: Նրա խոսքով, իրենք բավականին մտահոգված են, թե ուր են ուղղվում պետության կողմից տրամադրվող վարկային ռեսուրսները:

«Պահանջել ենք, որպեսզի հրապարակեն այն մարդկանց ցանկը, որոնք խոշոր չափի անտոկոս վարկեր են ստացել: Եթե ազնիվ կառավարություն է, թող հրապարակի ցուցակը, թե, օրինակ՝ ովքեր են հինգ միլիոն դրամից ավելի վարկ ստացել: Այս տվյալները պետք է հրապարակվեն, մարդիկ կտեսնեն, որ ստացել են վարկ, կամ էլ գուցե իրենց անվան տակ ուրիշ մարդ է ստացել: Խոսքը հատկապես անտոկոս վարկերի, բայց նաև ցածր տոկոսով սուբսիդավորվող վարկերի մասին է: Դրանք բավականին մեծ գումարներ են: Կարծում եմ՝ գյուղացու գլխին այստեղ էլ խաղ են խաղում և տարբեր կասկածելի ծրագրեր են իրականացնում»,-«Փաստի» հետ զրույցում ասում է Բերբերյանը:

Ընդգծում է՝ վարչապետը, փոխվարչապետները, նախարարները հայտարարում են, որ գյուղացուն վարկավորում են, այդ դեպքում որևէ խնդիր չէ հատկապես մեծ չափի վարկեր ստացողների անունները հրապարակելը: «Փոքր վարկերը ստանում են, ճիշտ է, մեծ չարչարանքով, 2-3 ամիս գնալգալով, բայց կարողանում են օգտվել այդ ծրագրից: Խոշորների դեպքում հատկապես կառավարությունն է դրանց երաշխավորում տարբեր ծրագրերի անվան տակ: Ինչո՞ւ ենք մենք այս հարցը բարձրացնում: Օրեր առաջ կառավարությունն էլ խոստովանեց, որ վարկային շատ ծրագրեր արդյունավետ չեն ֆինանսավորվում: Եթե իրենք էլ են խոստովանում, ապա եկեք այդ հանցագործներին պատժենք: Մինչդեռ այդպես էլ «ընկերները» չպատժվեցին այս տարվա ոռոգման համակարգի ձախողման համար: Մեր խորին համոզմամբ, նախարարից սկսած, ջրամբարների տնօրեններով վերջացրած՝ բոլորը պետք է լինեին ուղղիչ աշխատանքային գաղութում: Այս տարվա նման հորդառատ՝ տեղումներով և ջրաշերտով տարի չի եղել: Բայց հանցագործություն անել և Սևանից ջո՞ւր վերցնել… Ուրեմն թող բացատրեն տեսնենք, թե այդ ջուրն ինչ են արել, ինչու ջրամբարները չեն լցվել, ինչ կասկածելի պայմանագրեր են կնքվել ՀԷԿ-երի հետ: Տարին տասներկու ամիս ջուրը հոսել է, բայց չի կուտակվել ջրամբարներում, ո՞ւր է ջուրը գնացել»,-նշում է մեր զրուցակիցը:

Փորձագետն ընդգծում է՝ կառավարության անդամներն արհեստական երաշտ ստեղծեցին, ինչի համար չպատժվեցին: «Այո, մենք շեշտում ենք, որ ոռոգման հողերում երաշտ լինել չէր կարող: Ջրամբարների առումով անբարոյական աշխատանք են տարել: Այդ պատճառով Շիրակի գոտում ունենք բերքի 40-50 տոկոսի կորուստ, խոսքը մոտ 150 մլն դոլարի մասին է: Տուժել է կաղամբի, ցորենի, կարտոֆիլի բերքը: Սա արհեստական երաշտի հետևանք է»,-ասում է ՀԿ-ի նախագահը:

Մյուս կողմից՝ ունենք նաև անասնակերի լուրջ պահանջ: «Դեռ մեկ ամիս առաջ մեր Վարդենիսի ֆերմերները փորձել են Վրաստանից անասնակեր ներկրել, մեկ կիլոգրամի համար մաքսայինը պահանջել է 45 դրամ գումար՝ պետտուրքի հաշվարկով: Սա խեղկատակություն է: Ձրիակեր ոստիկանների համա՞ր են այդ փողերը հավաքում, որոնք փողոցներում մարդկանց թևերն են ոլորում: Սրա հետևանքով գարնանը կունենանք մսի շեշտակի գնաճ»,-եզրափակում է «Ագրարագյուղացիական միավորում» ՀԿ-ի նախագահ Հրաչ Բերբերյանը:
