Պետությունը տարեցների համար պետք է ստեղծի բոլոր պայմանները, որպեսզի նրանք իրենց զգան գնահատված ու հասարակությունից չմեկուսացած։ Այս մասին Տարեցների միջազգային օրվա առթիվ կազմակերպված Գերիատրիայի և գերոնտոլոգիայի 3-րդ միջազգային կոնգրեսի ժամանակ ասել է ՀՀ մարդու իրավունքների պաշտպան Արման Թաթոյանը։

ՄԱԿ-ի բնակչության  հիմնադրամի ու Ռուսաստանի Դաշնության Կառավարության աջակցությամբ Տարեցների առողջության ու խնամքի ապահովման ասոցիացիայի, Գերիատրիայի և գերոնտոլոգիայի հայկական ասոցիացիայի կազմակերպած կոնգրեսի բացմանը կարևորվել է այն մոտեցումը, որ կենսաթոշակային տարիքից հետո, կյանքը չի ավարտվում, չեն սահմանափակվում նրանց հնարավորությունները և իրավունքները։

Տարեց մարդկանց ներուժը գնահատելու գործում հարկավոր է ունենալ տարեցների կարիքներին արձագանքող, առողջ երկարակեցությունը խթանող առողջապահական համակարգ։

Արման Թաթոյանը շեշտել է, որ բնակչության ծերացումն ու դրա հետևանքների հաղթահարումը մեծ մարտահրավեր է նաև Հայաստանի համար և վիճակագրական տվյալները ցույց են տալիս, որ ակտիվ աշխատանքներ չիրականացնելն այդ ուղղությամբ լրջագույն խնդիրների առաջ է կանգնեցնելու պետությանը տասնամյակներ անց։

ՀՀ մարդու իրավունքների պաշտպանը անդրադարձել է նաև տուն-ինտերնատներում, հոգեբուժական հաստատություններում բնակվող տարեց անձանց հասարակություն ինտեգրելու, նրանց կարողությունները բացահայտելու ու փորձը գնահատելու ուղղությամբ աշխատանքների իրականացման անհրաժեշտությանը։ Արման Թաթոյանի խոսքով՝ տարեց մարդկանց հարուստ կենսափորձը, որը նպաստել է մեր հասարակության զարգացմանը, պետք է օրինակ ծառայի երիտասարդ սերնդի համար:

Շատ կարևոր է տարեցների սոցիալական պաշտպանության ապահովումը, նրանց առողջության պահպանումը, կյանքի որակի բարձրացումը և այդպիսով արժանավայել ծերություն ունենալու համար անհրաժեշտ ու բավարար նախադրյալների ստեղծումը:

ՀՀ մարդու իրավունքների պաշտպանը ընդգծել է նաև կենսաթոշակի տարիքի հասած նախկին զինվորականների փորձը սերունդներին փոխանցելու համակարգերի մշակման անհրաժեշտությունը։
