Արցախյան երկրորդ պատերազմի առաջին տարելիցի կապակցությամբ Ալիևը հայտարարություն է արել, որ պատրաստ է ճանաչել «Լեռնային Ղարաբաղի համայնքը», բայց ոչ Ադրբեջանի տարածքում: Նա կրկնել է, որ պատերազմից հետո Ադրբեջանում «Լեռնային Ղարաբաղ չկա»:

Նա նաև կոչ է արել Հայաստանին ընդունել նոր Սահմանադրություն և հրաժարվել Թուրքիայի դեմ պահանջներից: Բացի այդ, նա ասել է, որ Ռուսաստանի պաշտպանության նախարար Շոյգուն չի խոսել Հայաստանի համար նոր սպառազինությունների մասին, և ոչինչ չի փչացնի Բաքվի և Մոսկվայի հարաբերությունները:

Ալիևի հայտարարությունները, չնայած հոխորտանքին, մատնում են վախն իր իսկ արածից։ Նա ստուգում է ռուսական «տանիքի» հուսալիությունը և ցանկանում է համոզվել, որ այն տեղում է:

Ալիևը միաժամանակ «բացատրում» է իր հասարակությանը, որ Արցախն Ադրբեջան չէ, և մի օր նա ստիպված կլինի դա ընդունել: Խոսելով այն մասին, որ նա առաջարկել է պատերազմից առաջ հայկական զորքերը դուրս բերել Ղարաբաղից և հակամարտությունը լուծել առանց պատերազմի, Ալիևը չի ասում, որ չի կատարել իր «տնային աշխատանքը»: Իսկ նրա «առաջադրանքը» սեփական ժողովրդին համոզելն էր, որ հարկ կլինի ճանաչել Արցախի անկախությունը: Նա բազմիցս խոստովանել է, որ մասնավոր զրույցներում համաշխարհային քաղաքական գործիչներն իրեն ստիպում են ճանաչել Արցախի անկախությունը:

Այժմ նրա համար առավել դժվար է բացատրել իր ժողովրդին, թե ինչու «Ադրբեջանում չկա Լեռնային Ղարաբաղ անվանումով միավոր», և ինչու համաշխարհային հանրությունը չի ճանաչում Ադրբեջանի «տարածքային ամբողջականությունը»՝ համաձայն «խորհրդային քարտեզների»: Առայժմ այդ քարտեզները ճանաչում են միայն Ալիեւը, Պուտինը եւ Փաշինյանը եւ Հայաստանի ընդդիմությունը, որը վախենում է «սովետի» դեմ խոսք ասել:

Աշխարհը չի ճանաչում «եռակողմ» պայմանավորվածությունները որպես կարգավորում, և դրա վկայությունը պատերազմի մեկնարկից մեկ տարի անց Նյու Յորքում Հայաստանի և Ադրբեջանի արտգործնախարարների հանդիպումն է:

Ալիևը, չնայած երկար ժամանակ մերժում էր, այդուհանդերձ, համաձայնեց հանդիպմանը ԵԱՀԿ Մինսկի խմբի համանախագահների հովանու ներքո: Սա նշանակում է, որ «եռակողմ պայմանավորվածությունների» սխեմայից գործընթացը կարող է վերադառնալ ԵԱՀԿ մակարդակ: Մնում է հարցը՝ ո՞ւմ գիծն է գերակշռելու. Ռուսաստանը ԵԱՀԿ Մինսկի խմբին զուտ «մարդասիրական գործառույթներ» է վերապահում, մինչդեռ ԱՄՆ -ն և Ֆրանսիան խոսում են Արցախի կարգավիճակի եւ քաղաքական կարգավորման մասին: Ինչպե՞ս կաշխատի Մինսկի խումբը:

Այն, որ հանդիպումը տեղի է ունեցել ՄԱԿ-ի կենտրոնակայանում և Գլխավոր ասամբլեայի նստաշրջանի շրջանակում, կարող է վկայել, որ ղարաբաղյան կարգավորման «եռակողմ» ժամանակահատվածը, չնայած Բաքվի և Մոսկվայի դիմադրությանը, մոտենում է ավարտին:

Ինչպե՞ս է Ալիևը մտադիր գործել: Նա արդեն կատարել է առաջին քայլը` փաստացի ասել է, որ Ղարաբաղը Ադրբեջան չէ:

Գնդակը Հայաստանի կողմում է: Երևանն ու Ստեփանակերտը պետք է հստակ և պարզ նշեն, թե ինչ է տեղի ունեցել 2020 թվականի սեպտեմբերին: «Եռակողմ հայտարարությունը» ստորագրվել է Հայաստանի և Բաքվի կողմից՝ Ռուսաստանի միջնորդությամբ, ինչը նշանակում է, որ արդյունքի համար պատասխանատու է Ռուսաստանը: Հայաստանը կճանաչի՞ Բաքվից չկախված Արցախի կարգավիճակը: Իսկ ինչի՞ մասին է մտադիր խոսել Երևանը բանակցություններում:
