«Ժողովուրդ» օրաթերթը գրում է. Զինված ուժերի գլխավոր շտաբի նախկին պետ Մովսես Հակոբյանը «Ժողովուրդ» օրաթերթի հետ զրույցում նշում է, որ բանակի ղեկավար կազմի ու կռվող զորքի բալանսն անհամաչափորեն խախտված է։ Ըստ նրա՝ հաստատված նորմացույցով առաջնորդվելու փոխարեն՝ հակառակ ուղղությամբ ենք գնում։ Նախկին բարձրաստիճան զինվորականի փոխանցմամբ՝ բանակում այսօր մեծ քանակի ղեկավար կազմ, բայց շատ քիչ զինվորներ ունենք։

«Սխալ է վերաբաշխվում նաեւ բանակին տրամադրվող բյուջեն,- ասում է։- Իմ զինակից ընկերները գուցե ինձնից նեղանան, բայց իրականությունն այն է, որ բյուջեի սխալ վերաբաշխումը նույնպես կազմաքանդելու է այն, ինչ ունենք, ստեղծել ենք տարիներ ի վեր։ Բանակին տրամադրվող բյուջեն բաղկացած է 4 մասից՝ աշխատավարձ, ուսուցում, ապահովում ու զարգացում։ Առաջին երեք ճյուղերը պետք է հավասարաչափ գումար ստանան, ենթադրենք՝ 30-ական տոկոս, զարգացմանը ընդհանուր բյուջեի 10 տոկոսը պետք է տրամադրվի, բայց անգամ այդ բալանսն էլ է խախտված»։

Հակոբյանի պնդմամբ՝ բանակի բարձրաստիճան մի շարք պաշտոնյաներ այսօր ուղղակի պոպուլիզմով են զբաղված ու կարծում են, որ բանակի մարտունակությունը զինվորականին լավ սնունդ ու բարձր աշխատավարձ տալուց է կախված, այնինչ ինքը բոլորովին հակառակ պնդում է անում. «Բանակի մարտունակությունը զինծառայողի պատրաստության վիճակից, բարոյահոգեբանական բարձր հատկանիշներ ունենալուց, սպառազինված լինելուց եւ այլնից է բխում։

Ստացվում է, սակայն, որ այսօր բանակում աշխատող կամ ծառայող զինվորականներից շատերը պաշտպանական գերատեսչությունում են սոսկ աշխատավարձ ստանալու համար»։
