Արցախի Ասկերանի շրջանի Աստղաշեն համայնքում պետական բնակարանաշինության ծրագրով իրականացվող շինաշխատանքներին վերջին օրերին իրանական անձնագրերով անձանց են ներգրավել։ Անհայտ ծագման բանվորների թիվն այս պահին շատ մեծ չէ՝ մոտ 2 տասնյակ, սակայն տեղացիներին անհանգստություն է պատճառել նրանց ներկայությունը։ Նրանք ոչ մի կերպ չեն հասկանում, թե ինչու են օտարներին աշխատանքի վերցրել, երբ, հատկապես պատերազմից հետո, Արցախում զբաղվածության խնդիրը սուր է դրված։

Աստղաշենի համայնքապետ Արթուր Գրիգորյանը հաստատեց, որ իրենց համայնքում ընթացող բնակարանաշինության աշխատանքներին օտարերկրացիներ են մասնակցում: «Ասում են՝ պարսիկներ են»,- ասաց նա եւ չպատասխանեց հարցերին, թե երբ են եկել, մնում են գյուղո՞ւմ, թե՞ գնում-գալիս են: Հարցին, թե կասկածներ կան, որ իրանական անձնագրերով Արցախ տեղափոխված ադրբեջանցիներ են, ասաց․ «Դա էլ չգիտեմ, հարցրեք կառուցապատող ընկերությանը, կառավարությանը, իրենք թող էդ բոլոր հարցերին պատասխանեն։ Ես նման իրավասություն չունեմ»։

Մեզ չհաջողվեց կապվել ո՛չ Արցախի քաղշիննախարարի, ո՛չ նախագահի մամուլի խոսնակի հետ։ Նշենք, որ կառուցապատողը «Կապավոր» ընկերությունն է, որի սեփականատեր Արման Հակոբջանյանը նախագահ Արայիկ Հարությունյանի մտերիմն է, իրականացնում է Արցախի շինաշխատանքների 70 տոկոսը, տենդերներ շահում: Նաեւ ասում են, որ ՀՀ իշխանությունների սիրելի գործարար Խաչատուր Սուքիասյանի գործընկերն է։ Հորեղբորորդին Արցախի ԱԱԾ տնօրենն է, նախկինում՝ ոստիկանապետ։ Պատերազմի ողջ ընթացքում նա եւ Քյարամյանը ստվերի պես ուղեկցում էին Հարությունյանին: Այսինքն՝ բացառված է, որ Հարությունյանը տեղեկացված չլինի նրանց գործունեությունից։
