POLITICS«Հրապարակ»-ը գրում է.
«Մի քանի օր է՝ Պնախարարի գլխավորած պատվիրակությունը գտնվում է Մոսկվայում, պաշտոնական վարկածով «Զապադ-2021» ռազմավարական զորավարժությունների շրջանակում հետևում է հայկական զորախմբի վարժանքներին։ Մեր աղբյուրների փոխանցմամբ,Մոսկվայում տեղի էին ունենում բանակցություններ ադրբեջանական կողմի հետ, այսպես կոչված, «խաղաղության պայմանագրի» շուրջ: Մեզ ասացին, որ բանակցություններն ավարտվել են և հայկական կողմը շատ գոհ է մնացել արդյունքներից: Կարծես թե հաջողվել է պայմանավորվել սկսել դեմարկացիայի և դելիմիտացիայի գործընթացը՝ առանց Արցախի կարգավիճակի ֆիքսման, Սովետական Միության քարտեզների շրջանակներում:
Հաջողվել է անորոշ ժամանակով երկարաձգել ռուսական կողմի ներկայությունը, առանց 5 տարվա սահմանափակումների: Ինչ վերաբերում է Սյունիքով տրվող ճանապարհին, տրանզիտ ճանապարհի մասին են պայմանավորվել, որը վերահսկվելու է ՌԴ-ի և մեր սահմանապահների կողմից՝ գործելու են սահմանապահ անցակետեր և ադրբեջանցիները վճարելու են այդ ճանապարհով անցնելու համար: Անգամ թիվ են նշում՝ տարեկան 150 միլիոն դոլարի մասին է խոսք գնում: Չի հաջողվել որևէ բանի հասնել Գորիս-Կապան ճանապարհի հարցում, ռուսական կողմի հետ պայմանավորվածություն է ձեռք բերվել ՌԴ ֆինանսավորմամբ արագ կառուցել շրջանցող Տաթև-Կապան ճանապարհը, Իրանից եկող մեծ բեռնատար մեքենաների համար անցանելի դարձնելով այն: Սեպտեմբերի 16-ին Պնախարարը մեկնել է Դուշանբե, որտեղ տեղի է ունենում ՀԱՊԿ Հավաքական անվտանգության խորհրդի ընդլայնված կազմով նիստը, այս փաստաթուղթը հավանաբար վերջնական կստորագրվի մինչև հունվար և սահմանազատման աշխատանքների մեկնարկը կտրվի եռակողմ հանձնաժողովի կողմից։ Բնականաբար, այս տեղեկությունները դեռ գաղտնի են պահվում․ և մենք որևէ պաշտոնական հաստատում կամ հերքում ստանալ չկարողացանք»:
