«Փաստ» օրաթերթը գրում է

Շիրակի մարզի Անի համայնքի Նորշեն (Խարկով) բնակավայրը տարիներ շարունակ լքված գյուղ է, բայց համարվում է, որ այն կարող է զբոսաշրջության ուշագրավ կենտրոն դառնալ, քանի որ հենց այստեղից է պատմական Անին ամենապարզը երևում: Սակայն Խարկովը գտնվում է սահմանապահ ուղեկալի տարածքում, և այստեղ մուտք գործելու համար հատուկ անցագիր կամ թույլտվություն է անհրաժեշտ ստանալ: 2019 թ. դեկտեմբերին Շիրակի այն ժամանակվա մարզպետ Տիգրան Պետրոսյանը հայտարարել էր, որ ՀՀ վարչապետի, ՏԿԵ նախարարության և Շիրակի մարզպետարանի համատեղ աշխատանքի արդյունքում 2020 թվականին Շիրակի մարզի Նորշեն (Խարկով) գյուղ մտնելու համար այլևս անցագրի անհրաժեշտություն չի լինի:

«Վարչապետի անունից հայտարարում եմ, որ եկող տարվանից Անիի սահմանը բացվում է հայ մարդու համար, եւ առանց դժվարությունների մարդիկ կարող են գնալ ու տեսնել Անին: Սահմանային ռեժիմի փոփոխություններ կունենանք»,- տարեվերջյան մարզխորհրդի նիստի ժամանակ տեղեկացրել էր Շիրակի մարզպետը: Օրերս մենք գրավոր հարցում էինք ուղարկել ՀՀ տարածքային կառավարման և ենթակառուցվածքների նախարարություն՝ խնդրելով պատասխանել, թե ինչ լուծում ստացավ նշյալ հարցը:

Նախարարությունից շշմելու պատասխան ենք ստացել. «Համաձայն Շիրակի մարզպետարանից ստացված տեղեկատվության, ՀՀ Շիրակի մարզի Անի համայնքի Նորշեն (Խարկով) բնակավայրի և, առհասարակ, ՀՀ պետական սահմանային գոտի մուտքի (ելքի) հետ կապված գործընթացներն իրականացվում են ՀՀ կառավարության 2011 թվականի մայիսի 12-ի «Հայաստանի Հանրապետության պետական սահմանում սահմանային ռեժիմը և պետական սահմանի անցման կետերի ռեժիմը սահմանելու մասին» թիվ 735-Ն որոշմամբ սահմանված կարգին համապատասխան: Նորշեն (Խարկով) բնակավայր մուտք գործելու ընթացակարգի պարզեցմանը վերաբերող տեղեկատվություն ՀՀ Շիրակի մարզպետարանը չի տնօրինում»:

Շիրակի մարզպետարանի տեղը մենք շատ լավ գիտենք, մենք հարցն ուղղել էինք կոնկրետ իրավասու մարմնին, առավել ևս, որ ժամանակին պաշտոնապես հայտարարվել էր, որ հարցը կարգավորվում է «ՀՀ վարչապետի, ՏԿԵ նախարարության և Շիրակի մարզպետարանի համատեղ աշխատանքի արդյունքում»:

Այնինչ, ՏԿԵ նախարարությունը բավարարվում է միայն հղում տալով Շիրակի մարզպետարանին ու կցելով վերջինիս պաշտոնական պատասխանը, որը բառացի նույնական է: Հետաքրքիր է՝ կա՞ երկրում որևէ մարմին, որ տեղյակ է այս հարցից, թե՞ 2019 թվականին հերթական PR ակցիան է իրականացվել: Կարևորը՝ հայտարարենք, հետոն էական չէ:
