politexpert.net-ն «Ամոթ, վախ կամ հանձնում. ինչո՞ւ Հայաստանի իշխանությունները չեն այցելում Արցախ» վերնագրով հոդվածում գրում է, որ ո՛չ Հայաստանի նախագահը, ո՛չ վարչապետը, ո՛չ խորհրդարանի նախագահը Ստեփանակերտ չեն այցելել 44-օրյա պատերազմից հետո: Նրանք այնտեղ չէին նույնիսկ Արցախի անկախության 30 -ամյակի օրը, որը նշվել է սեպտեմբերի 2 -ին: Նախագահն ու վարչապետը նախընտրել են այդ օրը չընդհատել իրենց արձակուրդը, իսկ խոսնակը իր փոխարեն պատգամավորներ էր ուղարկել Արցախ:

Միևնույն ժամանակ, Երևանի իշխանությունները չեն հոգնում հայտարարելուց, որ Արցախի ինքնորոշման իրավունքը կասկածի ենթակա չէ, և անհրաժեշտ է վերադառնալ այդ հարցի շուրջ բանակցություններին ԵԱՀԿ Մինսկի խմբի շրջանակներում: Ուրեմն, ինչո՞ւ նման հայտարարություններով հանդերձ, հանրապետության բարձրագույն ղեկավարությունը պատերազմից հետո երբեք չի այցելել Արցախ: Գոյություն ունի երեք տարբերակ, որոնք բացատրում են բարձրագույն իշխանության վարքագիծը: Առաջինն այն է, որ Փաշինյանը ամաչում է հայտնվել Լեռնային Ղարաբաղի բնակիչների առջև, որոնց մեկ տարի առաջ հավաստիացրել էր, որ «Արցախը Հայաստան է և վերջ»: Երկրորդ վարկածն այն է, որ վախն է խանգարում Արցախ այցելելուն: Գաղտնիք չէ, որ կառավարության ղեկավարը բազմաթիվ թիկնապահների ուղեկցությամբ է տեղաշարժվում հանրապետությունում:

Նույնիսկ խորհրդարան կատարած այցի ժամանակ հատուկ նախազգուշական միջոցներ են ձեռնարկվում. անվտանգության ուժերի ներկայացուցիչներն ուղղակիորեն գտնվում են նիստերի դահլիճում: Պարզ է, որ առանց անվտանգության ապահովման Փաշինյանը չի համարձակվի գնալ Ստեփանակերտ: Բայց Երևանում շատերը կարծում են, որ ամենահավանական տարբերակը երրորդն է, որը իշխանությունների համար ամենատհաճն է: Տարբերակն այն է, որ Արցախի անկախ գոյության իրավունքի աջակցության մասին բոլոր հայտարարությունները հիմնականում նախատեսված են ներքին օգտագործման համար: Իսկ իրականում Երևանը համաձայնել է այն մտքին, որ Ստեփանակերտի՝ Բաքվին ենթակայությունը դե յուրե ձևակերպված է:

Պարզ ասած՝ բարձրաստիճան պաշտոնյաների կողմից Արցախ չգնալը նշանակում է, որ Երևանն արդեն «հանձնել» է Արցախը: Դա են հաստատում նաև հանրապետության երկու արտգործնախարարների աղմկահարույց հրաժարականները: Դրա մեջ են տեղավորվում նաև Իլհամ Ալիևի և Նիկոլ Փաշինյանի բանավոր պայմանավորվածությունների մասին խոսակցությունները. վերջինս պարտավորվել է չայցելել Արցախ՝ հող նախապատրաստելով Լեռնային Ղարաբաղը Ադրբեջանի տարածք ճանաչելու համար: Ի՞նչ են ասում իշխանությունները այդ ամենին ի պատասխան: Ոչինչ: Ինչպես վերջերս ասել է Փաշինյանի կառավարության նախարարներից մեկը, «քաղաքական որոշում է կայացվել»: Եվ վերջ:
