«Փաստ» օրաթերթը գրում է
eadaily.com-ը «Բաքվի հետ կապերով վրացական ընկերությունը «զավթում» է Հայաստանի վառելիքային շուկան» վերնագրով հոդվածում գրում է, որ հայկական մամուլում վերջերս տեղեկություն է տարածվել, որ հանրապետությունում բենզալցակայանների նոր ցանց ստեղծելու ծրագրի հետևում կանգնած է գործարար Դավիթ Յակոբաշվիլին: Հաղորդվել է, որ նա պատրաստվում է «զավթել» բենզինի և դիզելային վառելիքի հայաստանյան շուկան վրացական Petrocas ընկերության միջոցով: Այդ առումով էներգետիկ անվտանգության փորձագետ Վահե Դավթյանը նշել է, որ անհանգստությունը պայմանավորված է նրանով, որ Դավիթ Յակոբաշվիլին, լինելով Ադրբեջանի պետական նավթային ընկերության (SOCAR) գործընկերը, կարող է նավթամթերք ներմուծել Հայաստան կասպիական այդ հանրապետությունից:
«Այնուամենայնիվ, անհրաժեշտ է հաշվի առնել հետևյալ հանգամանքները. Յակոբաշվիլիի ընկերության 49 % -ը 2014 թվականին ձեռք է բերել «Ռոսնեֆտը», ինչը շատ ցավոտ է ընկալվել ինչպես Վրաստանում, այնպես էլ վառելիքի արտահանմամբ զբաղվող ադրբեջանցի գործարարների կողմից: Վերջիններս ներկայումս «Petrocas» ընկերությանը դիտարկում են որպես իրենց հիմնական մրցակից վրացական շուկայում: Հետևաբար, դժվար է պատկերացնել, որ Յակոբաշվիլին բարենպաստ պայմաններ կստեղծի սեփական ընկերության մրցակցության համար:
Մյուս կողմից՝ հայտնի է, որ «Ռոսնեֆտը» Հայաստանում ունի դուստր ձեռնարկություն՝ «Ռոսնեֆտ-Արմենիան», և նույնիսկ եթե Petrocas- ը մտնի նավթամթերքի հայկական շուկա, ապա դա կլինի «Ռոսնեֆտի» դիվերսիֆիկացիայի դրսևորում», - իրավիճակը այսպես է վերլուծել հայ փորձագետը: Ընդ որում, նրա կարծիքով, այս սցենարը «հակասում է ինչպես Հայաստանի ներկայիս իշխանության, այնպես էլ կառավարություն մտած ու վառելիքի ներկրմամբ զբաղվող որոշ օլիգարխների շահերին»:
«Վերջիններս, ինչպես գիտենք, բենզալցակայանների ցանց գնելով՝ երազում են ապաշրջափակել հաղորդակցությունը տարածաշրջանում և վառելիք ներմուծելու նոր ուղիներ ստանալ: Սակայն պարզվում է, որ նման հարցերը վաղուց են լուծվել Հայաստանի սահմաններից դուրս», - ասել է Դավթյանը:
Հիշեցնենք, որ ավելի վաղ էկոնոմիկայի նախարար Վահան Քերոբյանը հայտարարել էր, որ Հայաստանում կհայտնվի նոր մակարդակի գազալցակայանների ցանց՝ չմանրամասնելով, թե տեղական շուկա մուտք գործող ո՞ր տնտեսվարողի մասին է խոսքը: Նա միայն նշել էր, որ դա ռուսական կամ եվրոպական ընկերություն չի լինի:
