Արցախի Հանրապետությունը 30 տարեկան է
POLITICSԱրցախի Հանրապետությունը 30 տարեկան է: 1991թ. սեպտեմբերի 2-ին ժողովրդական պատգամավորների Լեռնային Ղարաբաղի մարզային և Շահումյանի շրջանային խորհուրդների համատեղ նստաշրջանը հռչակեց Լեռնային Ղարաբաղի Հանրապետությունը (ԼՂՀ) նախկին ԼՂԻՄ և Շահումյանի շրջանի սահմաններում:
Այդպիսով, իրականացվեց մի իրավունք, որն արտացոլված էր այն ժամանակ գործող օրենսդրության մեջ, մասնավորապես 1990թ. ապրիլի 3-ին ընդունված օրենքը, որը նախատեսում էր ազգային ինքնավարություններին իրավունք տրամադրել ինքնուրույն կերպով որոշելու սեփական պետաիրավական կարգավիճակը՝ ԽՍՀՄ կազմից միութենական հանրապետության դուրս գալու դեպքում:
1991թ. դեկտեմբեր 10-ին, Խորհրդային Միության պաշտոնական անկումից ընդամենը մի քանի օր առաջ, Լեռնային Ղարաբաղում անցկացվեց հանրաքվե, որի ընթացքում ազգաբնակչության ճնշող մեծամասնությունը՝ 99,89 տոկոսը, արտահայտվեց Ադրբեջանից լրիվ անկախանալու օգտին: Դրան հետևած խորհրդարանական ընտրություններում ընտրվեց ԼՂՀ խորհրդարան, որն էլ կազմեց առաջին կառավարությունը: Անկախ ԼՂՀ կառավարությունը իր պարտականությունների իրականացմանն անցավ բացարձակ շրջափակման և նրան հետևած Ադրբեջանի ռազմական ագրեսիայի պայմաններում:
Ստեղծված իրավիճակում Բաքվի պատասխան գործողությունները չուշացան։ 1991 թ. սեպտեմբերի 25-ին Շուշիից առաջին անգամ «Ալազան» տիպի հրթիռներով ռմբակոծվեց Ստեփանակերտը: Մեկնարկեց արցախյան ազատամարտը։ Պատերազմի հորձանուտում ձևավորվեց հայկական բանակը, որը կարողացավ ապահովել Լեռնային Ղարաբաղի ժողովրդի անվտանգությունը։
Ադրբեջանի խնդրանքով 1994թ․ մայիսի 12-ին ստորագրվում է հրադադարի մասին փաստաթուղթը Ադրբեջանի, Լեռնային Ղարաբաղի և Հայաստանի պաշտպանական գերատեսչությունների ղեկավարների կողմից:
Անկախությունից 15 տարի անց կրկին սեպտեմբերի 2-ին համաժողովրդական հանրաքվեի միջոցով արցախցիներն ընդունեցին պետության ու հասարակության հիմնական օրենքը` Լեռնային Ղարաբաղի Հանրապետության Սահմանադրությունը:
2020 թվականին սեպտեմբերի 27-ին Ադրբեջանի զինված ուժերը, Թուրքիայի և վարձկան ահաբեկիչների ներգրավմամբ, խախտելով 1994 թվականի մայիսի 12-ին ուժի մեջ մտած եռակողմ համաձայնագիրը և այլ միջազգային պայմանագրերը, Արցախի դեմ պատերազմ սկսեց։ Նոյեմբերի 9-ին Ռուսաստանի Դաշնության միջնորդությամբ ստորագրվեց եռակողմ հայտարարություն (Ռուսաստանի նախագահ Վլադիմիր Պուտինի, Հայաստանի վարչապետ Նիկոլ Փաշինյանի, Ադրբեջանի նախագահ Իլհամ Ալիևի կողմից)։
Կրակի դադարեցման հայտարարության համաձայն՝ Ադրբեջանի վերահսկողության տակ անցան Հադրութի շրջանը ու Շուշին, ինչպես նաև Արցախի անվտանգության ողջ գոտին։
Արցախի շփման գծի ողջ երկայնքով և Լաչինի միջանցքում տեղակայվեց ռուսական խաղաղապահ զորակազմը։
