Շրջանառվում է թուրքական ապրանքների ներմուծման արգելքի որոշման մեջ լրացումների նախագիծը
SOCIETYՀՀ իրավական ակտերի նախագծերի հրապարակման միասնական հարթակում՝ www.e-draft.am-ում, շրջանառության մեջ է դրվել ՀՀ կառավարության՝ 2021 թվականի հունիսի 24-ի «Հայաստանի Հանրապետություն թուրքական ծագում ունեցող ապրանքների ներմուծման ժամանակավոր արգելքի մասին» որոշման մեջ լրացումները և փոփոխություն կատարելու մասին նախագիծը: «Արմենպրես»-ի հաղորդմամբ, նախագիծը մշակել է ՀՀ էկոնոմիկայի նախարարությունը:
Նախագծի հիմնավորման մեջ նշվում է, որ լրացումներ և փոփոխություն կատարելը պայմանավորված է թուրքական ծագում ունեցող ապրանքների ներմուծման արգելքի հետևանքով տնտեսավարող սուբյեկտների շրջանում առաջացող բացասական ազդեցությունը հնարավորինս մեղմելու անհրաժեշտությամբ։
«Որոշման ընդունման արդյունքում առաջացող հնարավոր բացասական հետևանքների մեղմման նպատակով սույն նախագծով տնտեսվարող սուբյեկտներին հնարավորություն է ընձեռնվում, արգելված ապրանքների ցանկից հանել այն ապրանքատեսակները, որոնք թեպետ հանդիսանում են պատրաստի ապրանք, սակայն մի շարք տնտեսվարող սուբյեկտների կողմից արտադրվող արտադրանքի համար վերջիններս համարվում են հումք կամ միջանկյալ արտադրանք և որոնց ձեռքբերումը այլընտրանքային շուկաներից գրեթե անհնարին է՝ հաշվի առնելով լոգիստիկ շղթան և գին-որակ համադրությունը։ Նախագծով արգելքը չի տարածվում նաև որոշ ապրանքների միայն մեկ խմբաքանակի ներմուծման վրա, ինչը կնպաստի մի շարք խոշոր հարկատու հանդիսացող տնտեսվարողների գործունեության բնականոն աշխատանքի շարունակականությանը՝ մինչև վերջիններիս կողմից այլընտրանքային շուկայի փոփոխության կամ ներքին արտադրության կազմակերպման գործընթացների ավարտը»,- ասվում է նախագծի հիմնավորման մեջ։
Մասնավորապես, նախագծի ընդունման արդյունքում ակնկալվում է նախագծում ներկայացված վերջնական սպառման ապրանք չհանդիսացող ապրանքների օգտագործմամբ ապահովել հայրենական արտադրության, ինչպես նաև ՀՀ տարածքից կատարվող արտահանման ծավալների ավելացումը և շարունակականությունը՝ դրանով իսկ նպաստելով տնտեսական աճի տեմպերի արագացմանը։ Նախագծով նախատեսվում է նաև ոչ թուրքական ապրանքանիշերի հայաստանյան ներկայացուցիչներին հնարավորություն ընձեռել մինչև 2022 թվականի հունվարի 1-ը ներմուծել թուրքական ծագման արտադրանքի մեկ խմբաքանակ։
