Չնայած մոտ 500 համայնքներում լրացել է կամ շուտով լրանալու է համայնքի ղեկավարների պաշտոնավարման ժամկետը, եւ ենթադրվում էր, որ աշնանը պետք է ընտրություններ տեղի ունենային, սակայն շատ համայնքներում ընտրություններ նշանակված չեն, ինչն Ընտրական օրենսգրքի պահանջների խախտում է։ Խախտվել է 70-օրյա ժամկետը՝ ԸՕ 120 հոդվածի համաձայն, «Քվեարկության օրը պետք է լինի մինչեւ լիազորությունների ժամկետի լրանալը ԿԸՀ-ի կողմից սահմանված օրերից լիազորությունների ժամկետի լրանալու օրվան առավել մոտ օրը:
Համայնքի ղեկավարի եւ ավագանու անդամի հերթական ընտրությունները նշանակում է մարզպետը՝ քվեարկության օրվանից ոչ ուշ, քան 70 օր առաջ»: ԿԸՀ-ն ՏԻՄ ընտրությունների օրեր է սահմանել հոկտեմբերի 17-ն ու նոյեմբերի 14-ը։
Հոկտեմբերի 17-ի համար մարզպետների որոշումները պետք է հրապարակվեին ոչ ուշ, քան մինչեւ 2021-ի օգոստոսի 8-ը։ Այս պահին կա միայն Շիրակի մարզպետի որոշումը՝ Գյումրիի ավագանու ընտրությունների վերաբերյալ։ Իսկ իշխանությունն ԸՕ-ն խախտել է, որպեսզի նախապես ժամանակավոր պաշտոնակատարներ նշանակի եւ ընտրությունների ելքը կանխորոշի, իսկ քրեական գործեր հարուցի նախկին ղեկավարների նկատմամբ եւ վախեցնելով դուրս մղի ընտրապայքարից։
