Տաթև համայնքի նախկին ղեկավարի նկատմամբ հետախուզում է հայտարարվել. ՔԿ

ՀՀ քննչական կոմիտեի Սյունիքի մարզային քննչական վարչությունում իրականացված բազմակողմանի քննությամբ պարզվել են Սյունիքի մարզի Տաթև համայնքի նախկին ղեկավարի կողմից առերևույթ կատարված չարաշահումների դեպքերի մի շարք հանգամանքներ:

Քննությամբ ձեռք բերված տվյալների համաձայն՝ Սյունիքի մարզի 62-ամյա բնակիչը, 2016թ-ից 2021թ. փետրվար ամիսը հանդիսանալով վերոնշյալ համայնքի ղեկավարը, պաշտոնեական դիրքը ծառայության շահերին հակառակ օգտագործելով, համայնքապետարանի հաշվեկշռին առկա «JCB» մակնիշի էքսկավատորը, առանց ծառայությունների մատուցման պայմանագրեր կնքելու, 2018թ.-ին՝ 20 օր, 2019թ.-ին՝ 40 օր, 2020թ-ին՝ 45 օր, օրական 8 ժամով՝ 1 ժամը 15.000-ից 20.000 ՀՀ դրամով, տրամադրել է ՍՊ ընկերությանը, որի ներկայացուցչից ստացված ընդհանուր 14.400.000 ՀՀ դրամ գումարը չի մուտքագրել համայնքապետարանի բյուջե՝ համայնքի համար անզգուշությամբ առաջացնելով ծանր հետևանքներ, իսկ նշված ժամանակահատվածներում տեխնիկայի շահագործման դիմաց հատկացված, համայնքապետարանին պատկանող խոշոր չափերով՝ շուրջ 2.560.000 ՀՀ դրամի 6400 լիտր դիզելային վառելիքը, վատնելու եղանակով հափշտակել է։

     Բացի այդ, Տաթև համայնքի նախկին ղեկավարը 2020թ. ամռանը, վերոնշյալ տեխնիկան շուրջ 40 ժամ շահագործել է իրեն պատկանող անասնագոմի կառուցման աշխատանքների ժամանակ, որի նպատակով համայնքից դուրս է գրվել և ծախսվել շուրջ 320 լիտր դիզելային վառելիք, իսկ էքսկավատորը շահագործելու համար ավագանու որոշմամբ սահմանված շուրջ 400.000 ՀՀ դրամ գումարը համայնքապետարանի բյուջե չի վճարել՝ համայնքի օրինական շահերին պատճառելով էական վնաս:

     Ձեռք բերված բավարար ապացույցների համակցությամբ՝ 2021թ. օգոստոսի 6-ին որոշում է կայացվել՝ Տաթև համայնքի նախկին ղեկավարին ՀՀ քրեական օրենսգրքի 179-րդ հոդվածի 2-րդ մասի 1-ին և 3-րդ կետերով, ՀՀ քրեական օրենսգրքի 308-րդ հոդվածի 1-ին մասով և ՀՀ քրեական օրենսգրքի 308-րդ հոդվածի 2-րդ մասով որպես մեղադրյալ ներգրավելու մասին, նրա նկատմամբ հայտարարվել է հետախուզում, և որպես խափանման միջոց է ընտրվել կալանավորումը:

    Ձեռնարկվում են անհրաժեշտ միջոցառումներ՝ վերջինիս հայտնաբերելու և վարույթն իրականացնող մարմնին ներկայացնելու ուղղությամբ:

Ծանուցում. Ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով:
