Ադրբեջանցիները գողացել են Սյունիքի մարզի Կապանի Ճակատեն և Դավիթ Բեկ գյուղերի 3 ընտանիքի պատկանող 8 կով և 1 ցուլ. ստուգված ահազանգեր ՄԻՊ-ին
ANALYSISԱդրբեջանական զինծառայողները գողացել են ՀՀ Սյունիքի մարզի Կապանի Ճակատեն և Դավիթ Բեկ գյուղերի 3 ընտանիքի պատկանող 8 կով և 1 ցուլ. ստուգված ահազանգեր։ Այս մասին ֆեյսբուքյան իր էջում գրել է ՀՀ մարդու իրավունքների պաշտպան Արման Թաթոյանը։
«Մասնավորապես, ՀՀ մարդու իրավունքների պաշտպանի աշխատակազմը 2021 թվականի օգոստոսի 3-ի ահազանգերով պարզել է, որ Սյունիքի մարզի Կապան համայնքի Ճակատեն գյուղի վարչական տարածքում՝ անմիջապես գյուղից մոտ 1 կմ հեռավորության վրա գտնվող արոտավայրում 2021 թվականի հուլիսի 26-ին արածացնելու են տարել գյուղի երկու ընտանիքին պատկանող 4 կովեր:
Կենդանիներն, արածելով, հասել են գյուղի վարչական տարածքում գտնվող «Յուրդեր» անվամբ արոտավայրը և մոտեցել ադրբեջանական զինված ուժերի վերահսկողության տակ գտնվող տարածքին: Ըստ ահազանգերի՝ դրանից հետո ադրբեջանական զինծառայողները կենդանիներին կապել են իրենց հատվածում, թույլ չեն տվել վերադառնալ և, բնակիչները շուրջ 5 օր իրենց բնակելի տան դիմացի սարից հեռադիտակով տեսել են, որ կենդանիները գտնվում են «Ջամբար» կոչվող տարածքում, իսկ օգոստոսի 1-ի դրությամբ կենդանիներն արդեն անհետացել են:
Նշված դեպքից բացի, 2021 թվականի օգոստոսի 2-ին Մարդու իրավունքների պաշտպանի աշխատակազմը ևս մեկ ահազանգ է ստացել այն մասին, որ ՀՀ Սյունիքի մարզի Կապան համայնքի Դավիթ Բեկ գյուղի բնակիչը գյուղի 3 ընտանիքի պատկանող 6 խոշոր եղջերավոր կենդանիների (1 ցուլ, 5 կով) 2021 թվականի հուլիսի 14-ին արածացնելու է տարել գյուղին պատկանող՝ շուրջ 1.5 կմ հեռավորության վրա գտնվող արոտավայր:
Գյուղի բնակիչը, կարճ ժամանակ հեռացել է արոտավայրից և վերադառնալուն պես հայտնաբերել, որ կենդանիներից 5-ը չկան, իսկ կովերից մեկը ադրբեջանական զինված ուժերի վերահսկողության տակ գտնվող կողմից վերադառնում է՝ պարանը գլխին կապած (ինքը կենդանիներին առանց պարան է արածացնելու տարել):
Հեռվում նկատել է, թե ինչպես են ադրբեջանական զինծառայողները դեպի իրենց խորքը քշում կենդանիներին:
Նշված երկու դեպքերում էլ տեղի ունեցածի մասին բնակիչները տեղեկացրել են գյուղերի վարչական շրջանների ղեկավարներին:
Դեպքերի մասին տեղյակ են պահվել նաև ՀՀ Զինված ուժերի ներկայացուցիչները և ՌԴ սահմանապահները: Կենդանիների վերադարձման ուղղությամբ տարվող բանակցությունները օգոստոսի 3-ի դրությամբ արդյունք չեն տվել:
Ադրբեջանական զինծառայողները հրաժարվում են վերադարձնել կենդանիներին՝ պատճառաբանելով, թե նրանք իրենց մոտ չեն:
Այս տվյալները Մարդու իրավունքների պաշտպանի աշխատակազմը հաստատել է Ճակատեն և Դավիթ Բեկ գյուղերի նշված բնակիչների, նրանց համագյուղացիների հետ առանձնազրույցներով, ինչպես նաև դա հաստատլ են համայնքային մարմինները:
Ադրբեջանական զինծառայողների կողմից ՀՀ սահմանային բնակիչների պատկանող կենդանիների գողությունները, նրանց վնաս պատճառելն ունի պարբերական բնույթ: Նրանց անօրինական արարքները խախտում են ՀՀ բնակիչների սեփականության իրավունքը, այդ արարքներն ուղղված են անասնապահությամբ զբաղվելու և ընտանիքի եկամուտը վաստակելու հնարավորությունից զրկելուն:
Այս ամենն իր հերթին անվտանգությունից բացի, առաջացնում է սոցիալական բնույթի խնդիրներ, այդ թվում` լուրջ վնասներ է հասցնում ՀՀ սահմանային բնակչությանը:
Նշված դեպքերը հաստատում են, որ ՀՀ բնակչության պաշտպանության, իրավունքների երաշխավորման համար Սյունիքի և Գեղարքունիքի շուրջ անհրաժեշտ է ստեղծել անվտանգության գոտի:
Դա պահանջում է նրանց հեռացում ՀՀ սահմանային գյուղերի հարևանությունից և Սյունիքի համայնքների միջև ճանապարհներից»,- գրել է նա:
