Ակնհայտ է, որ Ադրբեջանում մարդկանց քարոզվում է, որ ադրբեջանական բանակի վրա ծախսվում է երկրի բյուջեի մեծամասնությունը ու պետությունը լրջագույն կերպով զինում է իր զինված ուժերը ամեն տարի գնելով ժամանակակից ռազմական տեխնիկա ու սպառազինություն ամենատարբեր հնարավոր ու անհնարին երկրներից, սակայն որևէ մեկը հստակ չի կարող ասել, թե ուր են գնացել ու շարունակում ջրի պես հոսել այդ ահռելի փողերը։
Արդարացնելու համար պետական միջոցների անխնա վատնումը ու այդ ամենը ծառայեցնելը սեփական շահերին, ընտանիքին, իր մերձավոր շրջապատին ու ամենատարբեր կալիբրի ու ռանգի եվրոպաշտոնյաների կաշառումը` Ալիևը ցույց է տալիս, որ զինում է Ադրբեջանական բանակը ու արդեն իսկ շատ հաճախ անկայուն իրավիճակ է ստեղծում Ղարաբաղա-ադրբեջանական սահմանին։
Ադրբեջանը նախահարձակ լինելով երկու խնդիր է լուծում. փորձում է ցույց տալ սեփական ժողովրդին, որ ադրբեջանական բանակը մարտունակ է և հարկի դեպքում պատրաստ է պատերազմի ու զուր չեն այդ ենթադրյալ միլիարդավոր դոլարները, մյուս կողմից` հայկական կողմից ու միջազգային հանրությանը մեսիջ է անում առ այն, որ Ադրբեջանը ներքին խնդիր չունի իր երկրում, հասարակությունը պաշտպանում է Ալիևի բռնատիրական ռեժիմին ու տոտալ հակահայ քաղաքականությանը և ռազմական հռետորիկային։
Նման պարագայում, երբ սահմանին լարվածությունը հասնում է գագաթնակետին, Հայաստանը պիտի պատրաստ լինի իրադարձությունների զարգացման ցանկացած սցենարի։
