Ո՞րտեղից գտնել ՀԷՑ-ի 24 միլիարդ դրամը

Երեկ մի շարք պետական պաշտոնյաներ հայտարարեցին, որ ՀԷՑ-ին փոխհատուցելու 24 միլիարդ դրամը չկա ոչ մի տեղ, բացի 50% աղքատություն ունեցող ՀՀ քաղաքացիների գրպանից: Երեկ և այսօր մի քանի հարցազրույցներում մատնանշվեցին որոշ գրպաններ, որտեղ կա ՀԷՑ-ին փոխհատուցելու 24 միլիարդը: Այդ 24 միլիարդը կա նաև հենց իր՝ ՀԷՑ-ի գրպանում, եթե այդ գրպանի մեջ մի քանի հազար ավելորդ ձեռք չլիներ: Եվ հետո, չէ որ մեր պարտավորությունն է փոխհատուցել այդ 24 միլիարդը հաջորդերկու տարիներին, ոչ թե մեկ տարում: Քանի որ ՀՀ Կառավարությունը երեկ հայտարարեց, որ բաց է ցանկացած քննարկման, ապա ուզում եմ առաջարկել դիտարկել երկու հասարակ տարբերակ՝ ման գալու ՀԷՑ-ի 24 միլիարդը:
Լավ տարբերակը իր մեջ չի ներառում խնայողության այնպիսի հսկայական ռեսուրս, ինչպիսին են կորուստները և գողությունները, գնման սակագնի օպտիմիզացիան, անհուսալի դեբիտորական պարտքի հետ ճիշտ աշխատանքը, և այլն: Այստեղ հաշվի են առնված միայն այն փաստը, որ մենք, համաձայն ՀԾԿՀ մեթոդոլոգիայի, պետք է այդ 24 միլիարդը փոխհատուցենք ոչ թե մեկ, այլ երկու տարում, ինչպես նաև ՀԷՑ-ի արդյունավետությունը հավասարեցնենք ռուսական մեկ այլ ընկերության՝ РОССЕТИ-ի արդյունավետությանը:
Ավելի լավ տարբերակում այդ փոխհատուցումը հանված է, քանի որ ՀԷՑ-ը դեռևս պետք է համալրի իր կապիտալը այն անարդյունավետ ներդրումների և շռայլության ծախսերի մասով, որոնց դիմաց վարկ է վերցրել և դեռ չի փոխհատուցել, կորուստների և գողությունների մակարդակը նորմավորվել է 8%-ի չափով, որն այնուամենայնիվ շատ բարձր է, քան նորմալ երկրներում համադրելի կորուստները, ինչպես նաև կատարված են որոշ շատ իրատեսական օպտիմիզացիաներ: Դրա արդյունքում էլեկտրաէներգիայի միջին սակագինը նվազել է մոտ 5 դրամով ներկա 41,85 դրամ/կՎտ ժամ սակագնի համեմատ:
Հարկ է նշել, որ այս վարժությունն իր մեջ չի ներառում էներգետիկայի ոլորտում հնարավոր բազմաթիվ օպտիմիզացիաներ և արդյունավետության բարձրացման հնարավորություններ, որոնց դեպքում սակագինը սրընթաց անկում կապրի՝ ապահովելով թե բարձր եկամտաբերություն էներգետիկ ոլորտի բոլոր խաղացողների համար, թե ավելի շատ էլեկտրաէներգիայի սպառում և տնտեսական աճ, և թե ցածր սակագին առանց այն էլ աղքատ ՀՀ քաղաքացիների համար:
Ավելի մանրամասն հաշվարկները կան, ինչպես նաև կա պատրաստակամություն օգնել ՀՀ Կառավարությունը արագ դուրս գալ ստեղծված պատային իրավիճակից առանց սրելու իրավիճակը:
