Տարածքային կառավարման եւ ենթակառուցվածքների նախարար Սուրեն Պապիկյանը սուպերնախարարից դառնալու է սուպերփոխվարչապետ․ իշխանության փողն ինքն է տնօրինելու՝ բառի ուղիղ եւ անուղղակի իմաստով։ Նրա՝ կառավարություն տեղափոխվելով, կարելի է ասել, կազմաքանդվելու է ՏԿԵ նախարարությունը՝ ենթակա գրեթե բոլոր ոլորտները հանվելու են նախարարության կառուցվածքից եւ դրվելու են փոխվարչապետի ենթակայության տակ։
Ինչպես հայտնի է, նախարարության ենթակայության տակ է գործում 4 մարմին՝ Ջրային կոմիտեն, Միգրացիոն ծառայությունը, Պետական գույքի կառավարման կոմիտեն, Քաղաքացիական ավիացիան, դրանից բացի՝ մոտ երկու տասնյակի հասնող պետական ոչ առեւտրային կազմակերպություններ, որպիսիք են Ջրառը, ատոմակայանը, ՀԷՑ-ը եւ այլն։ Կառավարության կառուցվածքային փոփոխություններով, ինչպես նաեւ վարչապետի որոշումներով՝ ամենաեկամտաբեր եւ փողոտ ոլորտները կենթարկվեն Պապիկյանին։ Անգամ ճանապարհաշինությունը, ինչ-որ կոմիտեի տեսքով, դուրս կգա ՏԿԵՆ-ից եւ ուղիղ կենթարկվի Պապիկյանին։ Նրան կենթարկվեն նաեւ մարզպետները եւ այլն։ Սա է պատճառը, որ Ռոմանոս Պետրոսյանը հրաժարվում է տարածքայինի նախարար նշանակվելուց։
