ՀՀ մարդու իրավունքների պաշտպանը հատուկ արձանագրում է, որ ադրբեջանական կրակոցները հանցավոր բնույթի են, կատարվում են քաղաքացիական բնակչության կյանքի եւ առողջության, այլ կենսական իրավունքների համար իրական վտանգավոր եղանակով։ Այս մասին ֆեյսբուքյան իր էջում գրել է Մարդու իրավունքների պաշտպան Արման Թաթոյանը։
«Այսօր՝ 2021 թվականի հուլիսի 23-ին ՀՀ մարդու իրավունքների պաշտպանի աշխատակազմը ահազանգեր է ստացել, որ ադրբեջանական զինված ուժերը կրակոցներ են արձակում ՀՀ Գեղարքունիքի մարզի Կութ, Սոթք եւ Ազատ գյուղերի հարեւանությամբ: Կրակոցները լսելի են Կութ, Սոթք եւ Ազատ գյուղերում։
Ըստ տեղեկությունների՝ կրակոցները սկսվել են ժամը 17։00-ից եւ որոշակի ընդհատումներով շարունակվում են նաեւ այս պահին, տարբեր տրամաչափի զինատեսակներից են, ինտենսիվ են եւ ուղղված են դեպի հայկական զինված ուժերի դիրքերը։
Ընդ որում, ադրբեջանական զինված ուժերի դիրքերը, օրինակ, Կութ գյուղի անմիջապես հարեւանությամբ են տեղակայված՝ մոտ 3 կմ հեռավորության վրա, գտնվում են ՀՀ ինքնիշխան տարածքում:
ՀՀ մարդու իրավունքների պաշտպանը հատուկ արձանագրում է, որ ադրբեջանական կրակոցները հանցավոր բնույթի են, կատարվում են քաղաքացիական բնակչության կյանքի եւ առողջության, այլ կենսական իրավունքների համար իրական վտանգավոր եղանակով։ Դրանք ոտնահարում են քաղաքացիական բնակիչների անդորրն ու խաղաղ կյանքը:
Կրակոցների հանցավոր լինելն ակնհայտ է ՀՀ սահմանային մյուս հատվածներում՝ բնակավայրերի հարեւանությամբ ադրբեջանական զինված ուժերի հրահրած կրակոցների ֆոնին եւ նաեւ ապացուցվում է այն փաստով, որ Կութի հատվածում ադրբեջանական պարբերական դարձած կրակոցներից այսօր վիրավորվել է ՀՀ զինված ուժերի երեք զինծառայող»,- գրել է նա։
