«Փաստ» օրաթերթը գրում է
2020 թվականի փետրվարի 21-ին տեղի ունեցավ սահմանադրական փոփոխությունների մասնագիտական հանձնաժողովի առաջին նիստը: Ենթադրվում էր, որ մինչև 2020 թվականի աշուն պետք է պատրաստ լիներ սահմանադրական փոփոխությունների հայեցակարգը, որից հետո այն պետք է դրվեր հանրային քննարկման: Սակայն 44-օրյա պատերազմով պայմանավորված՝ հանձնաժողովի աշխատանքները փաստացի դադարեցվել են:
«Փաստ» թերթի տեղեկություններով, իշխանությունները մտադիր են նորից վերադառնալ սահմանադրական փոփոխություններին, բայց այս անգամ խոսքը խորքային, արմատական փոփոխությունների մասին է, մեր աղբյուրների փոխանցմամբ՝ գրեթե նոր Սահմանադրության։ Մասնավորաբար, խոսքը վերաբերում է կառավարման մոդելի փոփոխությանը՝ անցում կատարելով կիսանախագահական կառավարման համակարգին։ Մեր աղբյուրների փոխանցմամբ, դեռևս ոչ պաշտոնական մակարդակով, այս օրերին իշխանությունների հետ աշխատող իրավաբանական շրջանակները լծված են հարցի դետալային ուսումնասիրության գործընթացին։ Փաշինյանը մտադիր է սահմանադրական հանրաքվեն անցկացնել մինչև այս տարվա վերջ, սակայն դա ֆիզիկապես, կարծես, հնարավոր չէ, ուստի քննարկվում է ամենաուշը 2022 թվականի գարնանն այն կյանքի կոչելու հնարավորությունը:
Ի դեպ, մեր տեղեկություններով, իշխանության մեջ կան նաև այնպիսիք, որոնք հորդորում են անցում կատարել ոչ թե կիսանախագահական, այլ լիարժեք նախագահական կառավարման մոդելին։ Եթե իշխանություններին հաջողվի նշյալ ժամկետներում հանրաքվե կազմակերպել ու «անցկացնել» սահմանադրական իրենց փոփոխությունները, ապա, ամենայն հավանականությամբ, եկող տարի կարող ենք նոր ընտրություններ ունենալ, այս անգամ՝ նախագահական:
