Հայաստանի մարդու իրավունքների պաշտպան Արման Թաթոյանը ֆեյսբուքյան իր էջում գրել է. «Հայաստանի տարածքային լուրջ կորուստների օրինակ է Կապանի միանգամից 21 գյուղեր Ադրբեջանի այդ ժամանակվա Ջաբրայիլի գավառին հանձնելը՝ Անդրկովկասյան կենտրոնական գործադիր կոմիտեի 1929 թ. փետրվարի 18-ի որոշմամբ:
Կապանի 21 գյուղերը գտնվում էին Ողջի ու Բասուտ գետերի ավազանում՝ Կապանի պղնձաձուլական գործարանի մոտակայքում և զբաղեցնում էին 7,000 դեսյատին տարածք:
Արխիվային փաստաթղթերը վկայում են. այս որոշման հիմնական պատճառներից էր այն, որ ՀԽՍՀ կառավարությունը սահմանային բնակիչների իրավունքներն անտեսում էր, սահմանային հարցերը քննարկում էր միայն ռազմական ու քաղաքական տեսանկյունից, իսկ այդ հարցերում գտնվում էր թույլ վիճակում: Խոսքը վերաբերում է մարդկանց նախևառաջ սեփականության ու տնտեսական իրավունքներին. նրանք ամուր թելերով կապված էին Կապանի հետ:
Այդ ժամանակ առաջնային էր նաև Կապանի անվտանգության հարցը, որը նույնպես անտեսվեց:
Ռազմավարական և կոմունիկացիոն տեսանկյունից Հայաստանն այդ ժամանակ լուրջ վնաս կրեց` զիջելով գերակա դիրքեր Ադրբեջանին: Այդ որոշման արդյունքում ստացվեց այնպես, որ հենց Կապանի արվարձանով էր անցնելու երկու երկրների սահմանագիծը:
