ՀՀ ոստիկանության պարեկային ծառայության պետն Արթուր Գառնիկի Ումրշատյանն է:

Ծնվել է 1980թ. փետրվարի 21-ին, Արարատի մարզի Նոր կյանք գյուղում:

2001թ. ավարտել է Պաշտպանության նախարարության Վ.Սարգսյանի անվան ռազմական ինստիտուտը և ծառայության անցել ՀՀ ՊՆ համակարգում՝ զբաղեցնելով դասակի հրամանատարի, ապա Վ.Սարգսյանի անվան ռազմական ինստիտուտի համազորային ֆակուլտետի դասախոսի պաշտոնները:

ՀՀ ոստիկանության համակարգ է տեղափոխվել 2008 նոյեմբերից և նշանակվել ոստիկանության զորքերի օպերատիվ հրաձգային գնդի (թիվ 1032 զորամաս) հրաձգային գումարտակի հրաձգային վաշտի հրամանատարի պաշտոնին, ապա՝

2009-2012 թթ. ՀՀ ոստիկանության զորքերի օպերատիվ հրաձգային գնդի (թիվ 1032 զորամաս) մոտոհրաձգային գումարտակի հրամանատար,

2012-2014 թթ. ՀՀ ոստիկանության զորքերի հասարակական կարգի պահպանության գնդի (թիվ 1032 զորամաս) հրամանատարի տեղակալ, հրամանատարի մարտական պատրաստության գծով տեղակալ,

14.03.2014 թ. արձակվել է զինվորական ծառայությունից իր զեկուցագրի համաձայն,

2018-2019 թթ. ՀՀ ոստիկանության զորքերի հասարակական կարգի պահպանության գնդի (թիվ 1032 զորամաս) հրամանատարի 1-ին տեղակալ-շտաբի պետ,

2019-2021 թթ. ՀՀ ոստիկանության զորքերի հասարակական կարգի պահպանության գնդի (թիվ 1032 զորամաս) հրամանատար,

07.07.2021 թ. ՀՀ ոստիկանության պարեկային ծառայության պետ:
