ՀՀ ԱԽ քարտուղարն արձագանքել է ՀԱՊԿ գլխավոր քարտուղարի այն հայտարարությանը, թե Սոթք-Խոզնավար հատվածում մայիսի 12-ին տեղի ունեցածը սահմանային միջադեպ է, այլ ոչ թե ագրեսիա կամ հարձակում, այդ պատճառով է ՀԱՊԿ ներուժը չի օգտագործվել:

ԱԽ քարտուղարը համոզմունք է հայտնել, որ ստեղծված իրավիճակը չի կարելի որակել որպես միջադեպ, քանզի արդեն տևական ժամանակ է, ինչ Ադրբեջանի զինծառայողները չեն լքում ՀՀ սուվերեն տարածքը:

Ըստ նրա՝ հաշվի առնելով, որ ադրբեջանական կողմի գործողությունները ՀՀ ինքնիշխան տարածքի մի մասի բռնազավթման ակնհայտ փորձ են, Արմեն Գրիգորյանը ևս մեկ անգամ շեշտել է, որ ՀԱՊԿ քարտուղարության մակարդակով կատարվող ձևակերպումների հարցում անհրաժեշտ է ցուցաբերել զսպվածություն՝ իրավիճակի հանգուցալուծմանն ուղղված կառուցողական ջանքերը հարվածի տակ չդնելու համար:

Ակնհայտ է, որ ՀԱՊԿ գլխավոր քարտուղարի հայտարարությունը չէր արտացոլում այն իրական վիճակը, ինչը ստեղծվել է մայիսի 12-ի ադրբեջանական ներխուժումից հետո, մյուս կողմից՝ շատ կարևոր է հասկանալ, թե ինչի արդյունք էր ադրբեջանական զորքերի ներխուժումը, ինչը պետք է աներ հայկական կողմը, որը չի արել և նման իրավիճակներում ինչպես պետք է կարգավորել դաշնակիցների հետ հարաբերությունները:

ՀԱՊԿ-ն, փաստորեն, ասում էր, որ եթե ՀՀ-ն ցանկություն չունի իր տարածքի պաշտպանությունն իրականացնելու, պայքարելու, ապա իրենք միջամտելու կարիք չեն զգում, ՀՀ իշխանությունը հակադարձում է՝ անկախ այն հանգամանքից, թե մենք ինչ ենք մտածում կամ անում, դուք պետք է կատարեք կազմակերպության կանոնադրությամբ նախատեսված դրույթները:

Հիշեցնեմ, որ նոյեմբերի 12-ի ադրբեջանական ներխուժումը ցանացած դիտանկյունից քննարկելիս պետք է հաշվի առնել այն հանգամանքը, որ ՀՀ սահմանը փաստացի եղել է անպաշտպան, պատերազմից 7 ամիս հետո իշխանությունը սահմանագծի այդ հատվածի պահպանությանն ու պաշտպանությանն ուղղված նվազագույն աշխատանքներ չի իրականացրել, ինչն էլ նոր ճգնաժամի պատճառ է դարձել:

Ադրբեջանը փորձում է ՀՀ սահմանի բռնազավթումն օգտագործել՝ բանակցություններում ՀՀ-ի վրա ճնշումներ գործադրելու և իրավիճակն իր պատկերացումների շրջանակներում կարգավորվելու համար:

Ներկայումս ադրբեջանական զորքերի հետքաշումը Գեղարքունիքի և Սյունիքի հատվածում ունի բարձր գին և հետագայում՝ դրանց հնարավոր հետքաշման պարագայում, դեռ պետք է հասկանալ, թե ինչի դիմաց է իրականացվել և Ադրբեջանն ինչ պայմաններում է համաձայն դուրս բերել իր զորքերը ՀՀ տարածքից:

Թեման ծավալուն է և կարելի է ամենատարբեր դիտանկյուններից քննարկել, սակայն խորը կասկածներ ունեմ, որ ՀՀ կոշտ արձագանքը ոչ թե նպատակ ունի իրադարձությունները վերահսկողության կամ կոնստրուկտիվ դաշտում պահել, այլ հող են նախապատրաստում արտաքին քաղաքականությունում կտրուկ փոփոխություններ իրականացնելու, այդ թվում՝ վեկտորային:

Սրա հետ կապված նախկինում նաև այլ ազդակներ են եղել, սակայն հետընտրական ժամանակահատվածում այս ուղղությամբ գործընթացը կարող է արագ ընթացք ստանալ՝ հնարավոր բոլոր հետևանքներով:
