ԱԱԾ-ն նոր բացահայտում է արել
VIDEOՀՀ ազգային անվտանգության ծառայության հակահետախուզության դեպարտամենտի աշխատակիցների կողմից բացահայտվել է կրթության ոլորտում առանձնապես խոշոր չափերով կաշառք տալու և ստանալու հերթական դեպքը:
ՀՀ կրթության, գիտության, մշակույթի և սպորտի նախարարության «Գնահատման և թեստավորման կենտրոն» ՊՈԱԿ-ի պաշտոնատար անձ Լ.Ա-ն, հանդիսանալով 2021 թվականի միասնական քննությունների «Օտար լեզու» առարկայի միասնական քննական թեստերի համահեղինակ, հիշյալ ՊՈԱԿ-ի հետ կնքված աշխատանքային պայմանագրի և դրա համաձայնագրերի հիման վրա պատասխանատու լինելով մշակել 2021 թվականին ԲՈՒՀ ընդունվելու համար «Օտար լեզու» առարկայի միասնական քննության թեստերը, պարտավոր լինելով պահպանել միասնական քննությունների թեստերի բովանդակության գաղտնիությունը, մասնակցել միասնական քննությունների հիմնական և լրացուցիչ փուլերի կազմակերպմանն ու անցկացմանը, 2021 թվականի միասնական քննությունների մասնակից Ա.Հ-ի օգտին իր լիազորությունների շրջանակում կատարել է ակնհայտ ապօրինի գործողություն, այն է՝ «Օտար լեզու» առարկայի քննությունից առաջ իր կողմից մշակված թեստերը նախապես տրամադրելու, դրանց պատասխանները դիմորդին սովորեցնելու և արդյունքում նշված առարկայի քննությանը վերջինիս բարձր գնահատականն ապահովելու համար 2021 թվականի հունիսի 26-ին դիմորդի մորից պահանջել է առանձնապես խոշոր չափերի՝ 1.498.140 ՀՀ դրամին համարժեք 3.000 ԱՄՆ դոլար կաշառք և նրա հետ պայմանավորվածություն ձեռք բերել կաշառքի գումարը մինչև քննության օրը ստանալու վերաբերյալ:
Իրականացնելով իր հանցավոր դիտավորությունը՝ Լ.Ա-ն 2021 թվականի հուլիսի 1-ին՝ ժամը 15:00-ի սահմաններում, այցելել է դիմորդի մոր՝ Երևան քաղաքում գտնվող գրասենյակ և անձամբ ստացել 3.000 ԱՄՆ դոլար կաշառքը, որից անմիջապես հետո բռնվել է ՀՀ ազգային անվտանգության ծառայության աշխատակիցների կողմից: Անձնական խուզարկության ժամանակ նրա մոտ հայտնաբերվել է կաշառքի գումարը:
ՀՀ ԱԱԾ քննչական դեպատամենտում հարուցված քրեական գործի շրջանակներում կաշառք տվողն ու ստացողը, ինչպես նաև կաշառքի գումարը տրամադրած անձը ձերբակալվել են:
Կաշառք ստացած պաշտոնատար անձին մեղադրանք է առաջադրվել ՀՀ քրեական օրենսգրքի 311-րդ հոդվածի 4-րդ մասի 2-րդ կետով: Դատարանի որոշմամբ նրա նկատմամբ որպես խափանման միջոց է կիրառվել կալանավորումը, իսկ կաշառք տված և կաշառք տալուն օժանդակած անձինք խոստովանական ցուցմունքներ տալուց հետո ստորագրությամբ ազատ են արձակվել:
Ծանուցում. ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով՝ դատարանի՝ օրինական ուժի մեջ մտած դատավճռով:
