Հայրենիքի պաշտպանության ու անվտանգության ապահովման գործում Արցախի Հանրապետությանը մատուցած բացառիկ ծառայությունների, ցուցաբերած քաջության ու անձնական արիության համար 44-օրյա պատերազմի ընթացքում և դրանից հետո «Արցախի հերոս» պետական բարձրագույն կոչմանն են արժանացել 23 հոգի:
