«Փաստ» օրաթերթը գրում է
Վերջին շրջանում դրամի արժևորման միտումներ են նկատվում: Աուդիտորների պալատի նախագահ Նաիրի Սարգսյանը «Փաստի» հետ զրույցում հիշեցնում է՝ դոլարի փոխարժեքը ձևավորվում է պահանջարկ-առաջարկի հիման վրա ու այդ համատեքստում նշում նման միտումների օբյեկտիվ պատճառների մասին:
«Պատճառներից մեկը պղնձի համաշխարհային շուկայում գների բարձրացումն է, ինչպես նաև արտաքին պարտքի ավելացումը: Օբյեկտիվ պատճառների շարքում ընտրություններն են, որովհետև մեծ գումարներ են ծախսվում, ու մարդկանց մոտ պահուստները սովորաբար արտարժույթի տեսքով են լինում: Ու երբ պետք է ծախսեր անեն, բնականաբար, արտարժույթը փոխարինվում է Հայաստանի արժույթով: Հաջորդ հանգամանքը տուրիզմի, իհարկե, փոքր մասով որոշակի աշխուժացումն է, ինչպես նաև տրանսֆերտների փոխանցումը ՀՀ՝ արտագնա աշխատանքի մեկնածների կողմից: Օբյեկտիվ պատճառ է նաև սեզոնային բնույթով պայմանավորված գյուղմթերքի արտահանումը: Այս օբյեկտիվ պատճառները հատուկ են յուրաքանչյուր ամառային սեզոնին՝ անկախ կառավարությունների կամքից, ինչի արդյունքում փոխարժեքն ավելի նվազում է, իսկ դրամն ամրապնդվում»,- ասաց նա:
Ն. Սարգսյանը, սակայն, սուբյեկտիվ պատճառ ևս տեսնում է. «Եթե դիտարկում ենք, թե ինչ ժամանակահատվածում դրամն արագ արժևորվեց, հասկանում ենք, որ վերոնշյալ պատճառներն այդքան էլ կարող է ազդեցություն թողած չլինեն, որովհետև նշվածները երկարաժամկետ կտրվածքով են ազդում փոխարժեքի տատանման վրա: Այս դեպքում ընդամենը մի քանի օրվա մեջ 525, 528-ից միանգամից իջավ 497, 498, 496: Նման նվազեցումները, ըստ իս, միջամտության արդյունքում են լինում: Չեմ ուզում կանխատեսում անել, թե կառավարությունն ինչ շահագրգռվածություն կարող էր ունենալ և ինչպես կարող էր միջամտություն անել, բայց որ այստեղ անտեսանելի ձեռք կա, միանշանակ է:
Այստեղ ես վտանգներ եմ տեսնում. եթե իրականում այդ մտահոգությունները իրականություն լինեն, իսկ ես համոզմունք ունեմ, որ այստեղ լուրջ միջամտություն է եղել, ապա այս տեմպը ոչ թե կշարունակվի, այլ որոշակի ժամանակ հետո կարող է վերահսկողությունից դուրս գալ: Այստեղ միանշանակ արհեստական բաղադրիչ կա. եթե չլիներ, դոլարի գինը ոչ թե 2-3 օրվա մեջ, այլ մեկ ամսվա մեջ կնվազեր»:
