Հնարավոր է` Ադրբեջանը ՀԱՊԿ Խորհրդարանական վեհաժողովում ունենա խորհրդակցական ձայնի իրավունք
INTERNATIONAL NEWSՀավաքական անվտանգության պայմանագրի կազմակերպության (ՀԱՊԿ) Խորհրդարանական վեհաժողովը (ԽՎ) նախատեսում է ստեղծել գործընկեր պետությունների ինստիտուտ, որոնք ՀԱՊԿ ԽՎ-ում կունենան խորհրդատվական ձայնի իրավունք: Այս մասին այսօր՝ հուլիսի 1-ին, հայտարարել է ՀԱՊԿ ԽՎ նախագահ, Պետդումայի խոսնակ Վյաչեսլավ Վոլոդինը, հաղորդում է eadaily.com-ը:
«Առաջարկվում է դիտարկել ՀԱՊԿ Խորհրդարանական վեհաժողովի համար գործընկերության նոր ինստիտուտ ստեղծելու հարցը: Նրանք կստանան խորհրդատվական ձայնի, փաստաթղթերի նախապատրաստման և կոլեկտիվ որոշումների մշակման մասնակցության իրավունք », - ասել է Վիաչեսլավ Վոլոդինը կազմակերպության խորհրդի նիստում:
Ըստ նրա` նոր կարգավիճակի ի հայտ գալը մեծ նշանակություն ունի վեհաժողովի արդյունավետության բարձրացման և թափանցիկության համար:
«Ավելին, մի շարք պետություններ հետաքրքրություն են ցուցաբերում ՀԱՊԿ ԽՎ շրջանակներում համագործակցության նկատմամբ : Այս առումով, ՀԱՊԿ-ում դիտորդների և գործընկերների կարգավիճակի տրամադրումը լրացուցիչ հնարավորություններ է տալիս խթանելու միջխորհրդարանական փոխգործակցությունը երկրների և միջազգային կազմակերպությունների հետ, որոնք աշխատանքում կիսում են մեր սկզբունքները», - կարծում է ռուս քաղաքական գործիչը:
Վոլոդինը նաև կոչ է արել ուժեղացնել համակարգումը ՀԱՊԿ ԽՎ-ում `միջազգային հարթակներում « իր օրակարգի առավել արդյունավետ խթանման և պաշտպանության համար»:
Ներկայումս ՀԱՊԿ ԽՎ-ում, բացի ռազմական բլոկի անդամներից (Ռուսաստան, Հայաստան, Բելառուս, Ղազախստան, Ղրղզստան և Տաջիկստան), կան միայն դիտորդ երկրներ (Աֆղանստան, Սերբիա):
Ավելի վաղ ՌԴ Պետդումայի ԱՊՀ հարցերով հանձնաժողովի նախագահ Լեոնիդ Կալաշնիկովը ևս նշել էր, որ նոր ֆորմատով հետաքրքրված են մի շարք երկրներ, սակայն տվել էր միայն երկուսի անունը. Ադրբեջան և Պակիստան։
«Որպես կանոն, ընդունված չէ խոսել այդ մասին: Օրինակ՝ նույն Պակիստանը վաղուց էր ցանկանում լինել և՛ դիտորդ, և՛ այժմ, գուցե, գործընկեր (ԽՎ ՀԱՊԿ)», - ասել էր նա:
