Արփինե Հովհաննիսյանը պատգամավորներին ներկայացրեց երթևեկության կանոնների տուգանքների փոփոխության վերաբերյալ նախագիծը

ԵՐԵՎԱՆ, 18 ԴԵԿՏԵՄԲԵՐԻ, ԱՐՄԵՆՊՐԵՍ: Ճանապարհային երթևեկության կանոնների այն խախտումների նկատմամբ, որոնք նվազ նշանակություն ունեն, ոչ թե տուգանք կկիրառվի, այլ նախազգուշացում: Ազգային ժողովը քննարկում է «Վարչական իրավախախտումների մասին» օրենքում փոփոխություններ և լրացումներ կատարելու մասին օրենքի նախագիծը: «Ամենատարածված խախտումների՝ գծանշումների պահանջները, խաչմերուկների հատման պահանջների, կանգառ կատա րելու կանոնների խախտումների դեպքում բոլոր այն դեպքերում, երբ դրանք ունեն նվազ նշանակություն, կիրառել ոչ թե տուգանք, այլ նախազգուշացում: Դրանց քանակը որևէ տուգանքի չի հանգեցնելու: Այս փոփոխության հիմնական նպատակը վարորդին զգոն պահելն է»,-«Արմենպրես»-ի հաղորդմամբ՝ նշեց հիմնական զեկուցող, ՀՀ արդարադատության նախարար Արփինե Հովհաննիսյանը:

Նախարարը հավելեց, որ առաջարկվող փոփոխություններով որոշ դեպքերի համար հնարավորություն է ստեղծվում խախտումը տեղում վերացնելու համար՝ հաշվի առնելով դրա հանրային վտանգավորությունը, ինչպես նաև այն նպատակը, որ կառավարությունը հետապնդում է:  «Այսինքն` խոսքն այն մասին է, որ իրավախախտը համապատասխան խախտման հատկանիշներով մեքենա չվարի»,- հստակեցրեց Հովհաննիսյանը:

Առաջարկվող փոփոխությունների հաջորդ խումբը վերաբերում է հաշվառման այլ համարանիշերով մեքենաներ վարող անձանց պատասխանատվության աստիճանի բարձրացմանը՝ ընդհուպ մինչև վարորդական իրավունքից զրկումը: «Առաջարկում ենք նաև բարձրացնել ոչ սթափ վիճակում մեքենա վարող անձանց պատասխանատվության աստիճանը՝ ընդհուպ մինչև քրեականացում և քրեաիրավական հետևանքներ»,- հավելեց նախարարը:

Կառավարությունը նախատեսել է նաև համաներում կիրառելու հնարավորությունը: Նախարարը հստակեցրեց, որ քաղաքացիներին որոշ տուգանքների միայն մայր գումարի վճարման համար ժամանակ կտրվի՝ ազատելով նրանց  ավելացված գումարներից:

Արփինե Հովհաննիսյանը ընդգծեց, որ նախագիծը մանրամասն քննարկվել է Ազգային ժողովում, պատգամավորների կողմից ներկայացվել են բազմաթիվ առաջարկներ, որոնց մի մասը հնարավորության դեպքում ներառվել են ներկայացված նախագծում:
