«Փաստ» օրաթերթը գրում է

Ազգային ժողովի արտահերթ ընտրություններից հետո պետք է տեղի ունենա նորընտիր խորհրդարանի առաջին նիստը, որն էլ, Սահմանադրության համաձայն, կդառնա գործող խորհրդարանի լիազորությունների ավարտը: Օրենսդրության համաձայն, ԱԺ առաջին նիստը պետք է հրավիրվեր հուլիսի 5-ին: Սակայն, ինչպես հայտնի է, «Հայաստան» և «Պատիվ ունեմ» դաշինքները որոշել են դիմել Սահմանադրական դատարան՝ ԱԺ ընտրությունների արդյունքները վիճարկելու հարցով: Իսկ դա նշանակում է, որ հուլիսի 5-ին առաջին նիստը չի կայանա: ՍԴ-ն կարող է ընդունել հետևյալ որոշումներից մեկը. Ազգային ժողովի ընտրությունների արդյունքներով ընդունված որոշումը թողնել ուժի մեջ, անվավեր ճանաչել ընտրությունների արդյունքները, անվավեր ճանաչել ընտրությունների արդյունքները և սահմանել մանդատների բաշխման կարգը, նշանակել ընտրությունների երկրորդ փուլ: ՍԴ-ն այս հարցով որոշում է կայացնում 15-օրյա ժամկետում, այսինքն, մինչև հուլիսի 17-ը:

Մասնագետների համոզմամբ, նման ծավալի գործի քննությունը նույնիսկ ֆիզիկապես հնարավոր չէ 10 օրից պակաս ժամկետում քննարկել, ինչը նշանակում է, որ ԱԺ ընտրությունների արդյունքները չչեղարկելու դեպքում ՍԴ-ում անգամ ամենաարագ քննության դեպքում ԱԺ առաջին նիստը կարող է տեղի ունենալ հուլիսի 19-ին (ինչը գրեթե անհավանական է) կամ 26-ին (առավելագույնը՝ օգոստոսի 2-ին): Ի դեպ, հենց նույն օրն էլ, օրենսդրության համապատասխան, ՀՀ նախագահը վարչապետ կնշանակի, որից հետո վերջինս 15 օր կունենա կառավարություն ձևավորելու համար: Դե, իսկ եթե ՍԴ-ն որոշում ընդունի ընտրությունների երկրորդ փուլ անցկացնելու կամ ընտրությունների արդյունքներն անվավեր ճանաչելու մասին, ապա նոր խորհրդարանի ձևավորման գործընթացը կձգձգվի առնվազն մեկուկես-երկու ամսով:
