Բանկերի սննկացման դեպքում ավանդների փոխհատուցման ժամկետն էականորեն կնվազի

Կառավարությունը էական քայլեր է կատարում բանկային ավանդներ ունեցող ֆիզիկական անձանց իրավունքների պաշտպանության ուղղությամբ: Ազգային ժողովը քննարկում է «Ֆիզիկական անձանց բանկային ավանդները երաշխավորելու մասին» ՀՀ օրենքում և հարակից օրենքի նախագծերում փոփոխություններ և լրացումներ կատարելու մասին օրե նքի նախագիծը: Հիմնական զեկուցող, ՀՀ Կենտրոնական բանկի նախագահի տեղակալ Ներսես Երիցյանը նշեց, որ օրենսդրական փոփոխությունները վերաբերում են ֆիզիկական անձանց բանկային ավանդները փոխհատուցելու ժամկետներին: «Ձեզ հետ միասին մենք արդեն ավելացրել ենք փոխհատուցման չափը՝ դարձնելով 5-10 միլիոն դրամ: Դրան զուգահեռ՝ մենք քննարկում էինք այս օրենսդրական նախաձեռնությունը: Հիմնական խնդիրը կայանում է նրանում, որ, միջազգային մարտահրավերներից ելնելով, մեր ընթացակարգերը սահմանված են փաստաթղթաշրջանառության տեսանկյունից և բավականին երկար են: Մինակ, ներկայում բանկի սննկացումից հետո մինչև մեկ տարի կարող է տևել, որ բանկը փոխհատուցի քաղաքացու ավանդը: Մենք էապես կրճատում ենք այդ ժամկետը՝ դարձնելով մինչև 7 օր»,- «Արմենպրես»-ի հաղորդմամբ՝ նշեց Երիցյանը:
ԿԲ նախագահի տեղակալը նաև նշեց, որ ներկայում, եթե բանկը սննկանում է, քաղաքացին մինչև մեկ տարվա ընթացքում կարող է դիմել ավանդի փոխհատուցման պահանջով: Առաջարկվող փոփոխություններով այդ ժամկետը երկարաձգվում է է մինչև 3 տարի:
Օրենսդրական նախաձեռնության վերաբերյալ իր դրական վերաբերմունքն արտահայտեց ԱԺ ԲՀԿ խմբակցության պատգամավոր Միքայել Մելքումյանը, ով ընդգծեց, որ շատ կարևոր փսփոխություն է առաջարկվում, որին ԲՀԿ-ն կողմ է քվեարկելու: «Շատ կարևոր նախաձեռնություն է: Մենք պետք է ի լուր մեր ավանդատուների հայտարարենք, որ, այո, բանկերի սնանկացման դեպքում մեր ավանդատուները պաշտպանված են լինելու և 7 օրվա ընթացքում փոպհատուցվելու են նրանց ավանդները»,- ընդգծեց Մելքումյանը:
ԱԺ փոխնախագահը Էդուարդ Շարմազանովն էլ նկատեց, որ շատ լավ օրենսդրական նախաձեռնություն է քննարկվում, որին կողմ է թե´ իշխանությունը, թե´ ընդդիմությունը: «Հիմա դահլիճում միայն կառուցողական ընդդիմությունն է»,- հայտարարեց Շարմազանովը՝ հարակից զեկուցման համար ամբիոնի մոտ հրավիրելով ԱԺ ֆինանսավարկային և բյուջետային հարցերի մշտական հանձնաժողովի նախագահ Գագիկ Մինասյանին:
