Հայաստանի մարդու իրավունքների պաշտպան Արման Թաթոյանը գրում է.

Մեր տարածքային կորուստներն ավելի ծանր են եղել այն ժամանակ, երբ սահմանային վեճերում կառավարությունները գյուղերի բնակիչների իրավունքները հիմքում չեն դրել:

Օրինակ՝ 1918-1920թթ. Առաջին Հանրապետության կազմում, իսկ հետո էլ մինչև 1924թ. Խորհրդային Հայաստանի կազմում է եղել հայկական Բարանա (ներկայում՝ Նոյեմբերյան, Տավուշի մարզ) և ադրբեջանական Ղայմախլի (Ղայմախլու) գյուղերի միջև գտնվող 1002 դեսյատին տարածքով «Աջի» տեղամասը:

Այս վայրի անտառները եղել են զգալի ծառաշատ, իսկ արոտավայրերը` անասնապահության համար չափազանց հարմար, ուստի և գյուղացիների համար ունեցել են կեսնական կարևորություն: Ունեցել են անվտանգության նշանակություն:

Ադրբեջանական իշխանություններն այդ ժամանակ մեծ ջանքեր են գործադրել այս տարածքին տիրելու համար՝ գիտակցելով, որ այդ դեպքում հնարավորություն կունենան Հայաստանի հյուսիսարևելյան տարածքները կտրել իրարից, վերահսկողություն սահմանել ճանապարհների նկատմամբ: ՀԽՍՀ գյուղերի բնակիչների իրավունքների համար այս լուծումը լրջագույն խնդիրներ էր ստեղծելու ոչ միայն սոցիալ-տնտեսական, այլ նաև անվտանգության տեսանկյունից:

Այդ ժամանակվա Կառավարությունն հարցերը չի դիտարկել մարդկանց իրավունքների տեսանկյունից, կենսական այս հարցերի նկատմամբ ցուցաբերել է անհետևողականութուն:

Արդյունքում՝ Անդրկովկասի կենտրոնական գործադիր կոմիտեի հողային հանձնաժողովի 1924 թ. հոկտեմբերի 31-ի որոշմամբ ՀԽՍՀ-ին պատկանող «Աջի» տեղամասի հյուսիսարևելյան մասը` 612 դեսյատին տարածքով, հանձնվել է Ադրբեջանի ԽՍՀ-ին, իսկ հարավարևմտյան մասը` 390 դեսյատին տարածքով, ՀԽՍՀ-ին: Այսինքն՝ Հայաստանը զրկվել է այդ տարածքի մեծ մասից:

Սա ևս մեկ անգամ ապացուցում է, որ ադրբեջանական իշխանությունները միշտ են հավակնություններ ունեցել Հայաստանի այն տարածքների նկատմամբ, որոնք կարող էին տալ դրանք իրարից բաժանելու, Հայաստանի տարածքի մեջ սեպի նման խրվելու և ճանապարհների ու քաղաքացիական ենթակառուվածքների նկատմամբ վերահսկողություն սահմանելու հնարավորություն: Սա էլ պատահական չի եղել, քանի որ կանգ չեն առել ու նույն քաղաքականությունը շարունակել են արդեն նոր տարածքների նկատմամբ:

Հայաստանյան կառավարութուններն էլ ամեն անգամ շարունակել են անուշադրության մատնել գյուղացիների իրավունքների հարցերը, նրանց անվտանգությունը՝ սահմանային հարցերը դիտարկելով տարածքային-քաղաքական ու մեխանիկական մոտեցումներով:

Հիմա պետք է դասեր քաղել նախկինից ու սահմանային հարցերի հիմքում դնել մարդու իրավունքները և հիշել, որ ադրբեջանական քաղաքականությունը տարիների ընթացքում այդպես էլ չի փոխվել:
