Այս կառավարությունը արևմտամե՞տ է, թե՞ ռուսամետ։ Այս հարցադրման պատասխանի վրա շատերն են գլուխ կոտրում ու դեռ մինչև հիմա պատասխանը չեն գտել։

Իրականությունն այլ է, այս կառավարությունը մարտավարական առումով և Արևմուտքին է ձեռնտու, և Ռուսաստանին, իսկ դրա պատասխանը այդ երկուսի ստրատեգիաների մեջ է, որոնք այս պահին համընկնում են։

Ռուսաստանը փորձում է լուծել մարտավարական խնդիր, հնարավորինս երկարաձգել ռուս-թուրքական հնարավոր կոնֆլիկտը, հաշվի առնելով այն, որ Ռուսաստանի շուրջն օղակը սեղմվում է՝ Բելառուս, Ղրիմ, Ուկրաինա, Մերձդնեստրովիա ․․․ , դրանք հնարավոր թեժ օջախներն են, որոնք ցանկացած պահ կարող են բռնկվել։ Եւս մեկ հնարավոր թեժ կոնֆլիկտ Հարավային Կովկասում Ռուսատանի ուժերից վեր է։ Դրա համար Հայաստանում պետք է ունենալ այնպիսի "պարտնյոր", որը Ադրբեջանի ու Թուրքիայի նկատմամբ կգնա զիջումների ու կանխատեսելի իրավիճակ կստեղծվի։ Այդ իմաստով գործող վարչապետն իդեալական կերպեր է։

Արևմուտքին ևս գործող ռեժիմը ձեռնտու է և նույնպես մարտավարական նկատառումներից ելնելով։ Իրենց պետք է "պարտնյոր", որը Թուրքիայի ու Ադրբեջանի նկատմամբ կգնա զիջումների, որպեսզի Հարավայում Կովկասում Թուրքիան ու Ադրբեջանն ուժեղացնեն իրեից դիրքերը, հետագայում Ռուսաստանի ու Իրանի համար խնդիրներ առաջացնելու համար, գուցե անգամ ապագա թեժ կոնֆլիկտի համար նպաստավոր դիրքեր գրավելու համար։ Սա նույնպես մարտավարական նպատակ է։

Այսպիսով մարտավարական առումով Արևմուտքի ու Ռուսաստանի շահերը համընկնում են, սակայն ստրատեգիական առումով՝ ոչ, նպատակները տարբեր են։

Այստեղից պետք է անել հաջորդ հետևությունը, Հայաստանի գործող իշխանությունը չունի ստրատեգիական նպատակներ, այլ մարտավարական և դատապարտված է գնալ զիջումների՝ դա է իր առաքելությունը։ Սա ժամանակավոր կառավարություն է ու կմնա այնքան ժամանակ, որքան հիմնական արտաքին խաղացողների մարտավարական շահերը կհամընկնեն։

Իսկ ինչ վերաբերվում է Հայաստանի սուվերանությանն, ապա ցանկացած երկրի սուվերենության հիմնական երաշխավորը ժողովուրդն է՝ նրա կամքն ու կոլեկտիվ գիտակցությունն։ Այս առումով արտաքին խաղացողների համար նույնպես իդեալական իրավիճակ է, Հայաստանի սուվերանության երաշխավորը՝ ժողովուրդը, նույնպես պատրաստ է սուվերանության հաշվին զիջումների։ Սա կառավարության ու ժողովրդի ներդաշնակության փայլուն դրսևորում է, ինչը տեսանք ընտրությունների ժամանակ։
