«Հայաստան» դաշինքը «Դիտորդները չպետք է լինեն փաշինյանական «Քաղաքացիական պայմանագրի» դակիչ» վերտառությամբ հայտարարություն է տարածել, որում ասվում է․

«Հայաստանում արտահերթ խորհրդարանական ընտրությունների մոնիտորինգի արդյունքներով միջազգային դիտորդական առաքելությունը հունիսի 21-ին մամուլի ասուլիսում ներկայացրեց իր նախնական հետընտրական հայտարարությունը: Դիտորդները նշել են, որ ընտրությունները հիմնականում պատշաճ են անցկացվել, սակայն որոշ էական մտահոգություններ, այնուամենայնիվ, առկա են։

Այսօր «Հայաստան» դաշինքը հայտարարեց, որ հրաժարվում է ընդունել ընտրությունների արդյունքները, որոնք նախատեսվում է բողոքարկել Հայաստանի Սահմանադրական դատարանում: Դաշինքը նաև ջանք կգործադրի ընտրությունների մյուս մասնակիցներին մոբիլիզացնելու ուղղությամբ` ինչպես ընտրությունների արդյունքները բողոքարկելու, այնպես էլ ընտրական գործողությունների տարբեր դրվագներ վիճարկելու նպատակով:

«Հայաստան» դաշինքը պարբերաբար լուրջ մտահոգություններ է ներկայացրել միջազգային հանրությանը նախընտրական արշավի ընթացքում իշխող ուժի կողմից համակարգային խախտումների վերաբերյալ: Դաշինքը նաև համոզիչ ապացույցներ տրամադրեց ԵԱՀԿ/ԺՄԻԳ դիտորդական առաքելությանը և Հայաստանում գործող այլ օտարերկրյա առաքելությունների: Խախտումները ներառում էին պաշտոնական դիրքի չարաշահում, վարչական ռեսուրսների չարաշահում, ատելության խոսքի տարածում, քրեական արդարադատության չարաշահումներ և այլն: 2021 թվականի խորհրդարանական ընտրությունները հակասում են 1990 թվականի Կոպենհագենի փաստաթղթով ամրագրված սկզբունքներին, ինչպես նաև այլ միջազգային պարտավորություններին։

Հարկ է արձանագրել, սակայն, որ մտահոգությունները մնացին ընտրությունների միջազգային դիտորդական առաքելությունների կողմից անպատասխան։ Ակնհայտ է, որ միջազգային դիտորդներին չի հաջողվել պահպանել անկողմնակալության և անկախության նվազագույն պահանջները։ Միջազգային դիտորդները չպետք է լոկ դակիչ լինեն Փաշինյանի քաղաքացիական պայմանագրի համար:

Այս ընտրությունների արդյունքները, ըստ էության, փաստում են, որ հասարակության հավատը ընտրական այս գործընթացի նկատմամբ խարխլվել է խոշոր հակասությունների պատճառով, որոնք ավելի են ընդգծում հրատապ փոփոխությունների անհրաժեշտությունը: Զարմանալի չէ, որ շատ ընտրողներ մտահոգված են ընտրությունների լեգիտիմությամբ և դրանց արդյունքների ճշգրտությամբ։

Ընտրական գործընթացների նկատմամբ հասարակության վստահությունը կարևոր նշանակություն ունի ընտրություններին մասնակցության և դրա արդյունքների ընդունման ապահովման տեսանկյունից: Սա խիստ կարևոր է, երբ ընտրությունները տեղի են ունենում այնպիսի բարդ պայմաններում, ինչպիսին է Լեռնային Ղարաբաղի 2020 թվականի պատերազմը, հատկապես երբ գրանցվում են քաղաքական բևեռացման նման բարձր մակարդակներ»:
