ՌԴ և Արևմուտքի աշխարհաքաղաքական ո՞ր շահերից է բխում Փաշինյանի իշխանության վերարտադրումը

Երեկ կայացած խորհրդարանական ընտրությունների ավարտից հետո Նիկոլ Փաշինյանը բավական ուշագրավ հայտարարություն էր արել` նշելով, որ Հայաստանի իշխանությունները խորացնելու են համագործակցությունը ԵԱՏՄ-ի և ՀԱՊԿ-ի հետ: Այս հայտարարությունը շատերին տարակուսելի թվաց` հաշվի առնելով նաև այն, որ վերջին ամիսներին ակտիվ շրջանառվում էր դեպի Արևմուտք կտրուկ ռևերսի թեզը, համաձայն որի` անգամ ռուսական բազաները պետք է դուրս բերվեին Հայաստանի տարածքից: Սակայն, ինչպես տեսնում ենք, իրավիճակը տրամագծորեն հակառակն է, ռուսական բազաներն ու անձնակազմն էլ կրճատվելու փոխարեն՝ ավելանում են, իսկ Փաշինյանը ընտրվելուց հետո ուշագրավ մեսիջ է անում Մոսկվային` ի պատասխան ստանալով ՀԱՊԿ դիտորդական առաքելության արձագանքը առ այն, որ ընտրությունները անցել են առանց խախտումների և ժողովրդավարական սկզբունքներին համահունչ: ՔՊ հաղթանակին արձագանքել է նաև Կրեմլը՝ շնորհավորելով Փաշինյանին, իսկ պետդումայի ԱՊՀ եվրասիական ինտեգրացիայի հարցերով հանձնաժողովի նախագահ Կալաշնիկովը հայտարարել է, որ եթե ձայների մեծամասնություն ստանար Քոչարյանը՝ դա կստեղծեր յուրահատուկ փոթորիկ երկկողմ հարաբերություններում, չնայած որ Քոչարյանը, ըստ Կալաշնիկովի, իրենց հին գործընկերն է:

Իրականությունը այն է, որ Նիկոլ Փաշինյանը որպես վարչապետ առավել քան ընդունելի է արտաքին բոլոր խաղացողների համար` թե Ռուսաստանի և թե արևմուտքի: Դա է պատճառը, որ, ըստ էության, աշխարհաքաղաքական այս ուժերը թայմ աութ տրամադրեցին Փաշինյանին` թուլացնելով պրեսինգը, տալով հնարավորություն անցկացնել արտահերթ խորհրդարանական ընտրություններ, որոնցից հետո առավել լեգիտիմացնելով՝ կապիտուլյացիոն ակտից հետո թուլացած իր դիրքերը՝ Փաշինյանը կսկսի կյանքի կոչել տարածաշրջանի տրանսպորտային կապերի ապաշրջափակման ծրագիրը: Թե՛ ռուսական կողմը, թե՛ Արևմուտքը հասկանում են, որ տվյալ նախագիծը կյանքի կոչելու միակ միջոցը դա Հայաստանում Փաշինյանի իշխանության մնալն է, ինչն էլ և տեղի ունեցավ:

Դիցուք՝ ինչ կշահի ռուսական կողմը, եթե գործարկվի Նախիջևանյան երկաթուղին, որի համար էլ Բաքուն Մեղրիով միջանցք է պահանջում:  Ռուսական մամուլում տարածվել էր այդ երկաթգծի քարտեզը, որը անցնում է հայ - իրանական սահմանով և թույլ է տալիս ոչ միայն Ադրբեջանը կապել Նախիջևանի և Թուրքիայի հետ, այլ նաև Հայաստանը՝ Ռուսաստանի։ Տարածաշրջանային տրանսպորտային կապերի ապաշրջափակումը ՌԴ-ին հնարավորություն է տալու կարճ ճանապարհով կապվել Թուրքիային և Իրանին: 

Իսկ ի՞նչ է շահում Արևմուտքը: Տարածաշրջանը Արևմուտքի կողմից միշտ կարևորվում էր իր տրանզիտային և էներգետիկ հնարավորությունների տեսանկյունից, հետևաբար հիմնական գործընթացները պտտվում են տարածաշրջանային հաղորդակցությունները Արևմուտքի համար ձեռնտու պայմաններով ապաշրջափակելու հարցի շուրջ, որտեղ որոշիչ ազդեցությունը վերապահված է Թուրքիային։ Չենք մոռանում նաև այն էներգետիկ ծրագրերը, որոնց գործարկմանը Արևմուտքը արդեն իսկ ձեռնամուխ է եղել Արցախում:

Ինչպես տեսնում ենք՝ շահում են բոլոր աշխարհաքաղաքական ակտորները և դրանով է պայմանավորված վերջիններիս կողմից Փաշինյանին ցույց տված բացահայտ կամ լատենտ աջակցությունը: Իր հերթին` Փաշինյանն էլ հայտնվել է յուրահատուկ երկու քարերի արանքում` ստիպված լինելով շահել ինչպես ՌԴ-ի, այնպես էլ Արևմուտքի սիրտը՝ իշխանությունը պահպանելու նպատակով:
