Յուրաքանչյուր բարձրաստիճան հանդիպումից առաջ Ադրբեջանի սադրանքների հետևանքով հակամարտության գոտում լարվածության աճը օրինաչափություն է դարձել: Նման գործողություններով Բաքուն փորձում է շեղել բանակցային գործընթացը՝ խաղաղության հաստատման և հիմնախնդրի կարգավորման նպատակից։ Այս մասին նշել է ՀՀ ԱԳ նախարար Էդվարդ Նալբանդյանը` պատասխանելով «Ազատություն&ra quo; ռադիոկայանի` ինչպե՞ս կմեկնաբանեք նախագահների հանդիպումից առաջ Ադրբեջանի կողմից հրադադարի կոպտագույն խախտումները հարցին:

«Խստորեն դատապարտում ենք Բաքվի կողմից Արցախի հետ շփման գծում բազմաթիվ մարդկային զոհերի պատճառ դարձած՝ իրավիճակի աննախադեպ սրումը՝ ԵԱՀԿ Մինսկի խմբի համանախագահների նախաձեռնությամբ Հայաստանի և Ադրբեջանի նախագահների դեկտեմբերի 19-ի հանդիպման նախաշեմին։

Մեր խորին ցավակցությունն ենք հայտնում Արցախի պաշտպանության բանակի զոհված զինծառայողների հարազատներին։

Յուրաքանչյուր բարձրաստիճան հանդիպումից առաջ Ադրբեջանի սադրանքների հետևանքով հակամարտության գոտում լարվածության աճը օրինաչափություն է դարձել: Բաքուն պատրանք ունի, թե կարող է բանակցել զենքի ուժով: Չնայած եռանախագահող երկրների՝ ուժի կիրառումը բացառելու բազմաթիվ կոչերին՝ Ադրբեջանը գնում է նոր արկածախնդրությունների։ Նման գործողություններով Բաքուն փորձում է շեղել բանակցային գործընթացը՝ խաղաղության հաստատման և հիմնախնդրի կարգավորման նպատակից։

Այս իրավիճակում հրամայական են դարձել լարվածության նվազեցմանն ուղղված հստակ քայլերը՝ եռանախագահների կողմից առաջարկվող՝ միջադեպերի հետաքննության մեխանիզմի ստեղծումը, ԵԱՀԿ գործող նախագահի անձնական ներկայացուցչի դիտորդական առաքելության ամրապնդումը, նրա դաշտային օգնականների թվի ավելացումը։ Ակնկալում ենք, որ համանախագահ երկրները գործնական քայլեր կձեռնարկեն այս ուղղությամբ։
